Foreign Affairs Secretary Teodoro Locsin Jr. on Monday wept while delivering his remarks during the welcome ceremony for the 386 Filipino repatriates from Lebanon at the Ninoy Aquino International Airport (NAIA) Terminal 3.

Locsin became emotional when he mentioned the name of President Duterte whose health condition became a hot topic on social media over the weekend.
“President Duterte welcomes you home… the people around me every day they are here to welcome back our people. We do it because we love you and we do it because we respect the President,” an emotional Locsin said as he cut short his remarks and immediately left the podium.
The 386 repatriates from Lebanon arrived at around 1:25 p.m. onboard a chartered Qatar Airways flight QR 3150 from Beirut.
The chartered flight also included the remains of a total of eight Filipinos, four of whom were killed in the twin blasts that rocked the Lebanese capital on August 4.
The repatriates were subjected to swab tests and will be billeted in various hotels in Metro Manila for the mandatory quarantine procedure.
Representatives from various government agencies and institutions joined Locsin in the ceremony, including members of the Inter-Agency Task Force for the Emerging Infectious Disease.
