Senator Joel Villanueva appealed to the government to also consider the plight of contractual government workers who work under the “no work, no pay.”

Villanueva, chairman of the Senate Labor Committee, said the suspension of operations in some agencies in the executive branch would affect their income.
"While we are in this emergency situation where we limit government operation, I plead with the Executive (branch of government) to also pay the government contractuals even if they don’t report to work to ensure their source of income during this period," the legislator said in a Twitter post Thursday night with the hashtag, "#HelpTheNoWorkNoPaySector."
President Duterte, in his address to the nation amid the COVID-19 scare, said work in the Executive Branch shall be suspended for the next 30 days.
Skeletal workforces by government agencies shall be formed to maintain an unimpeded delivery of services to the public.
Law enforcement agencies, health and emergency frontline services, on the other hand, shall remain in full operation.
The work suspension in the executive department was one of the recommendations of the interagency task force on the management of emerging infectious diseases (IATF-EID) to Duterte, who later said he will issue an executive order to make sure that the measures against the COVID-19 will be followed.
Among these, also, was to suspend local land, sea, and air travel to and from Metro Manila starting March 15 to April 14.
