Tiangco issues guidelines as Navotas lockdown starts Thursday

Navotas City Mayor Toby Tiangco has issued guidelines as the city prepares for a two-week lockdown.

In Executive Order No. TMT-038 S. 2020, delivery of food coming from outside of Navotas will not be allowed during the period of lockdown which starts at 5 a.m. of July 16 to 11:59 p.m. of July 29.

Barber shops will be closed.

However, the following establishments and businesses will be allowed to operate: government offices, public transport, agriculture and fisheries, essential goods manufacturers, hospitals and clinics, essential retail, laundry shops, food preparation, logistic service providers, delivery services, utilities and repair and installation.

Also allowed to operate are telecommunication companies, gasoline stations, public construction, construction products manufacturers, administrative and support offices, funeral and embalming services, banks and other financial institutions and services, legal and accounting, hardware stores and public and private schools.

Dine-in services at restaurants and fast food chains are also prohibited.

The executive order also imposes stricter quarantine measures similar to those imposed under enhanced community quarantine (ECQ).  This means that residents should observe stay-at-home protocols and will only be allowed out of their homes on scheduled days to go to market or buy medicines.  Exempted workers may be allowed to leave their homes provided they present a certificate of employment and a company ID.

The Navotas Fish Port Complex will remain open to the public. But Tiangco, in an interview over DZRH said, brokers should ensure that their customers follow physical distancing and wear face masks.

Tiangco said business operators caught violating quarantine protocols shall pay a fine of P3,000 on their first offense, P4,000 fine with 15 days closure of business on their second offense, and a P5,000 fine with 30 days closure of business on their third offense.

Tiangco decided to place Navotas on lockdown due to the surge in coronavirus cases.  In two days alone, the city posted 140 new cases.  He said their COVID-19 isolation facilities are already at full capacity.

As of July 13, Navotas has recorded 981 confirmed COVID-19 cases.
