By Vanne Terrazola President Duterte has submitted to the Senate his first report on the implementation of the "Bayanihan to Heal as One" Act, a week after he signed it into law. Senate President Vicente Sotto III said Tuesday that his office received the report from Malacañang at 11:35 p.m. of Monday. (Ali Vicoy / MANILA BULLETIN) Section 5 of the Republic Act 11469 mandates the President to submit every Monday of the week a report to Congress on the implementation of the law, including the amount of funds used, realigned, and reallocated, to respond to the novel coronavirus disease (COVID-19) pandemic. Sotto said copies will be sent to the members of the joint congressional oversight committee tasked to review Duterte's use of the special powers granted to him to solve the health crisis. "He sent me a full report only early this morning. Sending it to the members of the oversight ," he said in a text message sent to reporters. Sotto said he has yet to fully read the President's report. "It's quite precise and concise to the spirit of what we expect. Although some provisions are still in process, most are being executed already. But I will wait for the comments of the oversight comm and consolidate in a report to the Senate proper," he said. Aid to informal sector families A copy of the report was provided to media by the Office of Senate Minority Leader Franklin Drilon on Tuesday. Drilon is a member of the congressional oversight panel. Among several special powers granted to the President, the Bayanihan Act specified the distribution of an emergency subsidy to 18 million low-income households nationwide amounting P5,000 to P8,000, depending on the minimum daily wage rate in their respective regions. The grant is seen to avert food and financial crisis brought about by the enhanced community quarantine imposed in Luzon and various parts of the country due to the COVID-19 outbreak. In his report to Congress, Duterte said the Interagency Task Force on Emerging Infectious Disease (IATF) last March 28 approved the joint memorandum circular containing the implementing guidelines for the emergency subsidy program. The Department of Social Welfare and Development, with the help of the Department of Finance (DOF), is still forming a "consolidated database" on the beneficiaries of the assistance package. The list of beneficiaries shall be gathered from the data provided by the government agencies and local government units, the report said. Duterte said the DOF is also working with the IATF for the augmentation of the budget requests to the Department of Budget and Management, mapping of household beneficiaries, and finalization of the operational guidelines for the implementation of the subsidy program. Duterte said the cash and non-cash assistance to informal sector families is set to be distributed starting April 1, Wednesday. Displaced workers Meanwhile, between March 25 to 26, 8,641 beneficiaries have a cash aid of P5,000 under the Department of Labor and Employment's COVID-19 Adjustment Measures Program (CAMP). A total of 51,293 have so far benefitted from the agency's Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program, were workers displaced by the quarantine measures were hired for a 10-day disinfection of houses or their areas. Pay-outs were made in three batches, starting March 30, then April 6 and April 7. Duterte said the government has disbursed a total of P95,430,782. Senators on Monday appealed for the immediate distribution of the cash aid to poor families and workers following reports that residents in various parts of Luzon have been experiencing hunger.
