The Department of Social Welfare and Development (DSWD) has started distributing cash subsidies to "wait-listed" beneficiaries.
DSWD Secretary Rolando Bautista said the first Social Amelioration Program (SAP) payout for the leftout beneficiaries was conducted today, June 16 in the Cordillera Administrative Region (CAR), in coordination with the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP).

He said almost 500 family-beneficiaries in CAR, specifically in Kapangan, Benguet, and Baguio City received their P5, 500 cash aid.
"Nagsimula na po ngayong araw ang payout sa mga wait-listed na benepisyaro ng Social Amelioration Program. Ang unang payout ay isinagawa sa CAR kung saan 266 na pamilya mula Kapangan, Benguet and 219 pamilya mula sa Baguio City ang nakatanggap ng kanilang P5,500 na ayuda," Bautista said in a virtual press briefing.

He said as directed by President Duterte, the military and police were involved in the distribution of the cash aid to the SAP beneficiaries.
Around 3.5 million waitlisted family-beneficiaries are expected to receive first and second wave of cash aid.
While, all the 5 million "waitlisted" beneficiaries nationwide as approved by President Duterte for inclusion in the program will receive the first tranche of cash subsidies.
"Asahan po natin na sa mga susunod na araw ay tuloy tuloy na ang pamimigay ng SAP. Uunahin ang mga waitlisted sa iba pang bahagi ng ating bansa," Bautista said.
(You can expect that in the next few days, the distribution of SAP will be continuous. The waitlisted beneficiaries in other parts of the country will be prioritized.)
He said covered by the second phase implementation of SAP are Region III except Aurora Province; National Capital Region (NCR); CALABARZON; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City.
He said the areas that are set to receive the second wave of emergency subsidies were identified based on Executive Order No. 112, Series of 2020 dated May 1, and the memorandum signed by Executive Secretary Salvador Medialdea on May 2.
He urged beneficiaries in the identified areas to register to the ReliefAgad application and encode their details in the platform.
He also clarified that the text message being sent by the National Telecommunications Commission (NTC) regarding the ReliefAgad registration is "legitimate."
"Nais po naming ipaliwanag na kung kayo ay nakarehistro sa ReliefAgad hindi automatiko na tatanggap kayo ng second tranche dahil kailangan pa pong dumaan kayo sa balidasyon," Bautista said.
(We want to explain that once you registered, it does not mean that you will automatically receive the second tranche because you need to undergo validation.)
He explained that the master lists of beneficiaries submitted by the LGUs to the Field Offices also undergo regional and inter-regional deduplication to ensure that there will be no duplication of assistance and that the recipients are all eligible.
Bautista noted that based on their validation process, around 22,868 beneficiaries have "received multiple assistance from other government agencies, while others are ineligible."
Meanwhile, the DSWD also handed over the P4.035 million cash donation to the Benguet General Hospital in La Trinidad, Benguet.
The donation was sourced from the voluntary contributions of the officials and employees of the DSWD, who decided to forego a part of salaries in May and June to raise such amount.
Bautista has thanked the DSWD personnel for their voluntary contributions and for going "beyond their jobs to extend additional aid to those in need in the midst of the crisis."
