SAP distribution nationwide 95-percent completed

(MANILA BULLETIN) Based on the DSWD's SAP monitoring report, as of 8 p.m., May 15, P96.7 billion has been distributed to over 17.1 million SAP beneficiaries nationwide. The total amount of disbursed cash subsidies is 96.7 percent of the P100 billion allocated for the first tranche of cash subsidies, according to the report posted on the DSWD's official Facebook page. Of the total number of SAP beneficiaries, 12,892,689 are non-4Ps families, receiving P78.1 billion worth of subsidies. Aside from the 12.8 million low-income and non-Pantawid families, a total of 4,156,434 million recipients of Pantawid Pamilyang Pilipino Program (4Ps) received P18.1 billion worth of emergency subsidies, the SAP monitoring report said. A total of 62,028 families of Transport Network Vehicle Service (TNVS) and Public Utility Vehicle (PUV) drivers also got P496.2 million subsidy allocation, it said. In a statement, Quezon City 2nd district Rep. Precious Castelo on Sunday, May 17 sought "a more orderly" distribution of the second tranche of cash subsidies this month. She said the SAP implementers should have learned their lessons and address the gaps they experienced from the delivery of the April funds. “They should be able to come up with a more organized distribution system that follows physical distancing and other health and quarantine protocols for the protection of the beneficiaries themselves, their families, government personnel distributing the funds, and the public in general,” she said. Castelo urged the DSWD to ensure the immediate delivery of cash aid to those eligible SAP beneficiaries who have yet to receive their subsidies. DSWD Spokesperson Irene Dumlao earlier said the agency is closely coordinating with the local government units (LGUs) to ensure the immediate and complete distribution of the first tranche of emergency subsidies to all 18 million low-income families. She said the agency needs to wait for Malacañang’s “written” order before it proceeds with the second phase of the implementation of SAP. She explained that the Office of the President's written directive will serve as the basis for crafting the implementing guidelines for the second tranche, and will guide them whether beneficiaries in areas placed under general community quarantine (GCQ) are to benefit from the second tranche. Based on Inter-Agency Task Force for the Management of the Emerging Infectious Diseases (IATF-EID) Resolution No. 37, Cebu City and Mandaue City are placed under ECQ. The National Capital Region (NCR), Laguna, Bataan, Bulacan, Nueva Ecija, Pampanga, Zambales, and Angeles City are under modified ECQ until May 31, the resolution said. Dumlao has reminded local government units (LGUs) to immediately submit their liquidation reports after completing the SAP payouts. Under DSWD guidelines, the LGUs are required to submit the liquidation and financial reporting documents, including the list of encoded SAP beneficiaries, to the DSWD within 15 days from the completion of the distribution. In a Viber message to the Manila Bulletin, Dumlao said on Saturday 1,157 or 70.8 percent of the 1,634 LGUs in the country have completed their SAP distribution, while 215 LGUs have submitted their liquidation reports. President Duterte had directed the DSWD to lead the SAP distribution following the snowballing complaints about purported irregularities in the release of emergency subsidies. DSWD Secretary Rolando Bautista said on Wednesday (May 13) that around 11.1 million low-income families are expected to receive the second wave of cash aid. He said those to be prioritized when the agency distributes the emergency subsidies are the five million “left-out” beneficiaries who were not included in the master list of beneficiaries for the April emergency subsidies but are eligible, and the initial SAP beneficiaries in areas which remain under ECQ. Under Republic Act No. 11469 or the Bayanihan to Heal as One Act, 18 million low-income households are entitled to receive emergency cash subsidies ranging from P5,000 to 8,000, depending on respective regional wage rates, for the months of April and May.
