SAP 2 payout to start in Benguet and Baguio City today -- Bautista

The Department of Social Welfare and Development (DSWD) has announced that it will distribute the second tranche of Social Amelioration Program (SAP) cash subsidies in the Cordillera Administrative Region (CAR) today, June 16.

DSWD Secretary Rolando Bautista disclosed that second wave of emergency subsidies will be distributed in Kapangan, Benguet and in Baguio City.
"Ngayong araw magkakaroon tayo ng payout sa Region ng Cordillera, particular na dito sa Kapangan, Benguet at Baguio City (Today, we will have a payout in the Cordillera Region, particularly in Kapangan, Benguet and Baguio City) ," he said during the "Laging Handa" network briefing on Tuesday.
The DSWD already distributed more than P6.7 billion worth of second tranche of cash subsidies to over 1.3 million beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) who are cash card holders.
"Katulad ng sinabi na unti-unti na magsisimula na ang pamimigay ng second tranche at depende ito sa pagbibigay kung gaano kabilis magsumite ng liquidation report ang ating lokal na pamahalaan," he added.
(Just like what was announced earlier, little by little the distribution of the second tranche will start and it will depend on how fast the local government units submit their liquidation report.)
He noted that 1,166 of the 1,550 LGUs that conducted SAP payout have submitted their complete liquidation reports. While, 237 LGUs have submitted their partial liquidation report.
Bautista appealed to the LGUs which imposed lockdown to allow their validators to enter their areas to ensure that the validation of the master list of beneficiaries for the second tranche will not be delayed.
"Ang pakiusap ko lang sa lokal na pamahalaan kasi may areas na naglockdown, ang isang munisipyo kaya ang validators natin ay hindi makapasok, kung makapasok man ay kailangan na magself quarantine ng 14 days. Sana ang pakiusap ko para mapadali ang pagvalidate sana ay pahintulutan silang pumasok," he said.
(My appeal to the local government, because there are areas under lockdown, one municipality, that is why our validators cannot enter, even though they are allowed to enter, they have to submit themselves to self quarantine for 14 days. My appeal is to expedite the validation, they should be allowed to enter.)
In an interview over CNN, DSWD Spokesperson Irene Dumlao assured the public on Sunday, June 14 that they will complete the distribution of the second tranche of SAP cash subsidies within this month, even as she announced that the "waitlisted" beneficiaries will start receiving their cash assistance this week.
The DSWD started to roll out the second phase implementation of SAP last Thursday, June 11 with the 4Ps beneficiaries as its first recipients.
Dumlao said the "waitlisted" or "leftout" beneficiaries will be receiving the first and second tranche of cash subsidies this week.
Around 3.5 million waitlisted family-beneficiaries are expected to receive first and second wave of cash aid.
While, all the 5 million "waitlisted" beneficiaries nationwide as approved by President Duterte for inclusion in the program will receive the first tranche of cash subsidies.
She said the master lists of beneficiaries submitted by the local government units (LGUs) have been carefully scrutinized and validated to ensure that the recipients are eligible and have not received any SAP assistance from other government agencies.
She urged SAP beneficiaries to register to the ReliefAgad application by visiting www.reliefagad to avail of a safer and more convenient cashless disbursement.
Under the DSWD guidelines, the master list of beneficiaries to be submitted by the LGUs to the Field Offices must be certified and signed by the City/Municipal/
Provincial Social Welfare and Development Officer and their local chief executive. The list must include the names of the beneficiaries and their SAC identification numbers, it said.
The DSWD said the certification must state that the names on the submitted master list are reviewed and qualified or eligible based on existing guidelines.
Under the Joint Memorandum Circular No. 2, which was signed last Tuesday, June 9, covered by the second phase implementation of SAP are Region III except Aurora Province; National Capital Region (NCR); CALABARZON; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City.
The joint memorandum circular specifically provides that only the 3.5 million of the 5 million "waitlisted" beneficiaries will be given the first and the remaining additional beneficiaries will be given only one count of emergency subsidy.
