By Argyll Geducos Some 1.3 million families have so far received their cash aid under the Social Amelioration Program (SAP) as distribution of the second tranche on the government subsidy plan started rolling, Malacañang said Yesterday. Harry Roque (ALBERT ALCAIN/PRESIDENTIAL PHOTO / MANILA BULLETIN) Harry Roque (ALBERT ALCAIN/PRESIDENTIAL PHOTO / MANILA BULLETIN) In his Thursday presser, presidential spokesman Harry Roque announced that 1.3 million families who are beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) were already paid. He said the distribution of the subsidy program started in Baguio City for the families who were left out from the first tranche or were waitlisted. The 5 million additional families will likewise be included in the second tranche of the SAP. “Hopefully, maipamahagi natin itong benepisyo sa mga waitlisted by next week o bago matapos ang buwan ng Hunyo (Hopefully, we will be able to distribute this cash benefit to the waitlisted beneficiaries by next week or before the month of June ends),” Department of Social Welfare and Development (DSWD) Secretary Rolando Bautista said during the “Laging Handa” network briefing on Thursday. He made the assurance, as Gapan City, Nueva Ecija Mayor Emerson Pascual expressed hope that the second tranche of emergency cash subsidies will be given to his constituents before the end of the month. Pascual said around 22, 549 family-beneficiaries in Gapan City received the first tranche of SAP aid. According to Roque, the following areas are included in the distribution of the second tranche of the cash aid. There are: 1. Benguet 2. Pangasinan 3. Region III (except Aurora Province) 4. National Capital Region 5. Region IV-A 6. Albay Province 7. Iloilo 8. Bacolod City 9. Cebu Province 10. Zamboanga City 11. Davao City In his report to the Congress on Monday, President Duterte revealed that 17,654,832 beneficiaries of the intended 17.9 million beneficiaries have already been paid under the first tranche of the Department of Social Welfare and Development’s (DSWD’s) Assistance to Individuals in Crisis (AICS) Program as of June 12, leaving a total of 291,722 beneficiaries yet to be paid by the government. A total of ₱99.82 billion of the allotted ₱100.98 billion of the first tranche of the SAP have been disbursed. Some 4.23 million of the beneficiaries are 4Ps members, 13.31 million are non-4Ps members, and 98,132 are drivers of transport network vehicle service (TNVS), and public utility vehicles (PUVs) in the National Capital Region (NCR). Last month, it was announced that the distribution of the second tranche of the cash subsidy would be automated. The Department of Social Welfare and Development (DSWD) has tapped the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) for on-site distribution of cash aid. According to Roque, President Duterte believes that the process will be expedited with the help of security forces. “Naniniwala po ang Presidente na kung tutulong ang mga sundalo mas magiging mabilis po ang proseso (But the President believes that with the help of the soldiers, the process will be expedited),” Roque said last month.
