SAP 2 aid payout awaits clean-up of beneficiaries' list, reports DSWD

By Charissa Luci-Atienza  The Department of Social Welfare and Development (DSWD) said on Wednesday, June 24, that it will start distributing the second tranche of Social Amelioration Program (SAP) emergency subsidies to non-beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) after the completion of its deduplication process. (MANILA BULLETIN) Department of Social Welfare and Development (MANILA BULLETIN) DSWD spokesperson Irene Dumlao expressed the agency's hope that the deduplication process will be immediately completed soon to implement the second tranche payout to non-4Ps beneficiaries, including those in the National Capital Region (NCR). She said the Department is intensifying its validation and deduplication process to ensure there will be no cash aid duplication during the second phase implementation of SAP. "The payout for the second tranche of non-4Ps benficiaries will be conducted immediately after the process of deduplication," Dumlao said. She noted that while the DSWD found more than 40,000 duplicate beneficiaries, there are 13,000 family-benefiaries who returned their duplicate cash aid. "The DSWD believes sa katapatan ng pamilyang Pilipino (counts on the honesty of the Filipino families).Kung mayroon pong nakatanggap ng higit sa isang ayuda dapat ibalik nila ito sa kanilang local government units. (If they received more than one assistance, they should return it to the local government units)," she said. Dumlao explained that excess grants received by 4Ps recipients will be automatically deducted from their subsequent cash grants until the amount is fully adjusted or refunded. Those non-4Ps recipients in the identified enhanced community quarantine (ECQ) areas who received multiple aid will not anymore benefit from the second wave of subsidies. In early June, the DSWD disclosed that P20.3 million cash assistance has been returned by around 3,723 beneficiaries. She noted that payout to waitlisted beneficiaries has started in Benguet, Baguio City, La Union, and Pampanga. Around 266 waitlisted families from Kapangan, Benguet and 290 families from Baguio City received P5,500 each during June 16 pilot payout activities, the DSWD earlier disclosed. The 4Ps beneficiaries were the first ones who received the second tranche of cash subsidies this month. More than P6.746 billion worth of second tranche of cash subsidies have been distributed to 1,336, 635 4Ps beneficiaries who are cash card holders. The 11 areas covered by SAP 2 are Region III, except Aurora province, the National Capital Region (NCR); Calabarzon; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City.
