Robredo appeals to law enforcers to be flexible in implementing ECQ

Vice President Leni Robredo on Monday called on law enforcers to exercise compassion and allow some flexibility in the strict implementation of the enhanced community quarantine in Luzon.

(OVP / MANILA BULLETIN FILE PHOTO) Robredo, a former human rights lawyer, stressed the main purpose of quarantine measures is to “save lives” of the people and it should not lead to violence. “Ang pinakamahalaga, naiintindihan nila kung bakit natin ito ginagawa at hindi humahantong ito sa violence,” Robredo said in an interview with CNN Philippines. (The most important is they understand why we are doing this and it won’t result to violence.) Authorities have been making massive arrests of individuals in and outside Metro Manila for violating the quarantine rules amid the coronavirus pandemic. Just recently, a policemen shot and killed a former soldier believed to be a quarantine violator near a checkpoint in Quezon City. President Duterte earlier said police officers and soldiers should resort to stricter measures if their lives are threatened. While Robredo recognized the need to enforce stricter measures, she warned against the negative implication to innocent persons when arrests are made. “Iyong pag-aaresto kasi minsan iyong effect nito mas grabe pa doon sa sinusubukan nating i-prevent,” Robredo said, citing those who were arrested for buying essential goods. (The arrests sometimes have more bad effects than what we are trying to prevent.) Meanwhile, the vice president welcomed as “good move” to place the country’s low-risk areas under general community quarantine. “If we look at the elements of GCQ, it’s not total of everything. Some are just being relaxed, but it’s not going back to normal operations,” she said. Robredo said the GCQ enforcement would balance the economy and public health safety. (Raymund F. Antonio)#
