QC gov't to issue show-cause orders to barangay officials over anomalies in SAP aid distribution

An enraged Quezon City Mayor Joy Bemonte on Sunday said the city’s legal department will issue show-cause orders “in the coming days’’ to barangay officials and employees accused of involvement in Social Amelioration Program (SAP)-related anomalies.

In an interview, she said those found guilty may face administrative and criminal charges “for violations of Republic Act No. 3019, Anti-Graft and Corrupt Practices Act, Falsification, Fraud Against the Public Treasury, Malversation and Robbery’’ in relation to anomalies in the distribution of the cash aid under the SAP.
Belmonte’s order came at the heels of numerous complaints received by her office ranging from the illegal replication of SAP forms, the withholding of SAP forms from qualified beneficiaries in favor of preferred but unqualified recipients, the illegal deduction of “processing fees,” “donations,” and “membership dues" from the cash aid, and the redistribution of cash aid to several beneficiaries after the scheduled payout.
Pursuant to Belmonte's directive, the Quezon City government has commenced a full-blown investigation into the actions of certain barangay officials and employees who have allegedly abused their power or neglected their duties in the distribution of the SAP cash grants.
“All Quezon City officials and employees are strongly reminded that public office is a public trust,’’ Belmonte said.
As the Constitution provides further, Belmonte added “Public officers and employees must, at all times, be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency."
Belmonte asserted that elected and appointed city officials are expected to strictly abide by these principles of the law.
She vowed to enforce the full force of the law against the guilty parties, saying “any violation or disregard thereof will never be condoned or tolerated in this city."
“Any reports of anomalous behavior committed by public officials may be reported to [email protected],’’ Belmonte said.
Earlier, President Duterte on national television cursed Kagawad Danilo Flores of Barangay San Agustin in Hagonoy, Bulacan for deducting P3,500 from the financial assistance received by his constituents.
Flores was later arrested by the police on orders of the President.
A fuming Duterte offered a P30,000 reward to any person who reports irregularities committed by barangay and local government officials in the distribution of SAP cash aid.
Presidential Spokesperson Harry Roque explained that the complainant must present evidence before they can receive the cash reward, to protect barangay and local officials from harassment and false charges in the name of due process.
DILG Undersecretary for Barangay Affairs Martin Diño warned that under the Bayanihan to Heal as One Act, corrupt barangay officials found guilty of SAP-related irregularities may be fined not less than P10,000 and up to P2 million, or be jailed for two months, or both.
In addition, Diño noted that the rogue barangay officials, if found guilty, may be perpetually disqualified from holding any elective or appointive position.
