PRRD's approval of IATF-proposed Alert Level downgrade out on Feb. 28 - Año

The Inter-Agency Task Force (IATF) will finalize the metrics identifying areas that may be downgraded to Alert Level 1 with the findings already submitted for President Duterte's approval on Feb. 28, Department of the Interior and Local Government (DILG) Secretary Eduardo Año confirmed Friday, Feb. 25.
Based on the metrics, Año noted that the National Capital Region (NCR) is qualified to be downgraded to Alert Level 1 but the big question on its readiness for the major shift remains.
Skeptics feared that placing the country under Alert Level 1, which is the least restricted in the alert level system, may cause another coronavirus disease (COVID-19) surge similar to what happened in December last year.
“Ang Metro Manila sa metrics niya papasok siya (Alert Level 1) pero ang tanong diyan is number one handa ba ang Metro Manila which is ang sabi ng mga mayor handa sila. Pangalawa, siyempre kailangan ng approval ng Pangulo diyan kasi medyo major shift ito eh from Alert Level 2 to Alert Level 1 so hindi pa natin talaga finalized (Based on the metrics, Metro Manila is qualified but the question is if Metro Manila is ready which the mayors gave an affirmative answer. Second, of course it needs the approval of the President since Alert Level 1 is a major shift from Alert Level 2 so we have yet to finalize it),’’ Año said at the sidelines of the 36th anniversary of the EDSA Revolution.
Año urged the public to just wait for the President’s announcement on Feb. 28, the last day of the current alert level status in NCR and other regions, whether to approve or not the Alert Level 1 de-escalation.
“Gagawa ng presentation ngayong Sabado (Feb. 26) at referendum, 'yung data analytics. Pagkatapos irerecommend natin kay Pangulo kung ano 'yung mga areas na puwede mag Alert Level 1 (A presentation will be made this Saturday and referendum on the data analytics. Then we will recommend to the President which areas may be deescalated to Alert Level 1),’’ he added.
With regards to the start of the local election campaign on March 25, Año clarified that Commission on Election (Comelec) Resolution 10732 is anchored on the country’s Alert Level system.
“Kapag Alert Level 1 ang campaign activities, 70 percent ng capacity both indoor and outdoor (In case of areas under Alert Level 1, the capacity will be limited to 70 percent both for indoors and outdoors campaign activities),’’ Año stressed.
However, Año emphasized that the IATF is in the midst of discussing matters that concerns whether only vaccinated individuals against COVID-19 will be allowed to participate in the election campaign activities.
