Provincial buses need to secure first approval from local government units (LGUs) where they will pass before they will be allowed to resume operations, the Department of Transportation (DOTr) said on Thursday.
In a Laging Handa virtual briefing, DOTr Road Sector Senior Consultant Engr. Bert Suansing said that without clearance from the LGUs, operations of provincial buses will remain suspended.

"As far as the provincial bus operations are concerned, that has to be coordinated with the IATF kasi mayroong mga challenges pa d'yan like for example, yung mga bus na dadaan sa mga LGU (as there are still challenges, for example, the buses passing through LGUs)," Suansing bared.
"Yung pagpayag ng mga LGUs na yung bus ay dumaan sa kanilang lugar ay kinakailangan nating mangyari. Hanggang hindi nangyayari 'yun, provincial bus operations will continue to be suspended," he added.
(The approval of the LGUs to let buses pass through their area is what we need to secure. Without clearance, provincial bus operations will continue to be suspended.)
According to Suansing, the application for the clearance will be coordinated with the Department of Interior and Local Government.
Provincial buses are supposed to go back on the road next week, June 22, under the second phase of public transport revival following the shift to general community quarantine (GCQ) of Metro Manila and other provinces.
The DOTr already rolled out the first phase of public transport resumption last June 1 which allows train, bus augmentation, taxis, transport network vehicle service, shuttle services, point-to-point buses, and bicycles to operate with limited capacity.
Other modes of public transit, including all public utility buses, modern public utility vehicles (PUVs), and UV Express, were scheduled to resume in the second phase from June 22 to 30.
While the fate of the provincial buses remains unclear, Suansing pointed out that the DOTr is already enforcing the second phase even before its supposed implementation.
"Actually, iniimplement na natin ngayon ang Phase 2. Sa ngayon, 28 bus routes na ang binuksan natin. Sa mga bus routes na ito ay may mga bus na na tumatakbo (We are now actually implementing the Phase 2. Currently, we have opened 27 routes for city buses and there are already units servicing these)," Suansing explained.
Additional city bus routes
At least 27 out of the 31 routes for city buses have been launched by the Land Transportation Franchising and Regulatory Board (LTFRB) as of Thursday, June 18, since the first week of the GCQ to ferry more essential commuters as modes of transportation are still insufficient.
Three additional city bus routes are set to be opened on Friday, June 19. The LTFRB earlier said that it targets to launch the entire 32 rationalized routes before the rollout of the second phase to service the needs of the riding public.
These routes include Route 19 from North EDSA to BGC; Route 20 from Monumento to Meycauayan, Bulacan; and Route 22 from Monumento to Angat), Bulacan.
Currently, the opened city bus routes are:
- Portion of Route E (EDSA Carousel)
- Route 1 (Monumento-Balagtas)
- Route 2 (Monumento - PITX)
- Route 3 (Monumento-Valenzuela Gateway Complex)
- Route 4 (North EDSA-Fairview)
- Route 5 (Quezon Avenue-Angat)
- Route 6 (Quezon Ave.-EDSA Taft Ave.)
- Route 7 (Quezon Avenue-Montalban)
- Route 8 (Cubao-Montalban)
