PNP warns bets on violating health protocols as campaign period starts
The Philippine National Police (PNP) reminded all national candidates to strictly comply with the guideline set to ensure the observance of health safety protocol amid the noticeable violations during the proclamation rallies at the start of the campajgn period on Tuesday, Feb. 8.
PNP chief Gen. Dionardo Carlos said that he had already instructed all police commanders to assist in the implementation of the policy amid fears that the campaign period would also lead to super-spreader events.
“I’m sure that all candidates are well aware of the Comelec resolution on campaigning. We will not look at any political color here, but our role is to enforce the health protocol," said Carlos.
"Whoever shall violate, will have to face the consequences,” he added.
Carlos was referring to the Comelec Resolution 10732 which institutionalizes the rules in conducting physical campaign, rallies, meetings and other related activities.
On Monday, top officials of the Comelec, PNP, Armed Forces of the Philippines and the Philippine Coast Guard met at Camp Crame in Quezon City to discuss how the campaign rules would be effectively implemented.
Based on the Comelec rules, the prohibited acts under the in-person activities include entering private dwelling for house-to-house campaigning even with owner’s permission, crowding, handshaking or other forms of physical contact, taking selfies or photographs, that require close proximity among people, and distributing of food and drinks. The same goes for bigger campaign events.
Each outdoor campaign activity must have a duly approved Conduct of Election Campaign permit which shall be filed at least 72 hours before the actual campaign.
Every local COMELEC office has its campaign committee that can accept the applications.
For in-person campaign, the application must be attached with proof of identity of the companions.
As for motorcades, caravans, rallies and miting de avance, they must secure permit from the LGU.
Meanwhile, proof of reservation of the Department of Tourism-accredited venue must be attached along with the main form for meetings and the likes.
“Please comply with these requirements so our PNP personnel can better monitor election-related activities. Our goal is to ensure the safety of everyone participating,” Carlos said.
