Malacañang assured the public that the government will follow the law but asked them to not complicate the coronavirus disease (COVID-19) situation in the country by resorting to violence.
Cabinet Secretary Karlo Nograles issued the statement after President Duterte ordered the police, military, and even barangay officials to shoot to dead those who will cause trouble during the distribution of assistance to those affected by the enhanced community quarantine (ECQ).

Nograles appealed to the public to not make a public health issue into a peace and order issue. He, however, assured that the government will follow the law in keeping peace and order.
"Government will follow what is legal, (what is) right, and we ask for everyone's cooperation," he said Thursday.
"Kung may mag-create ng chaos at gulo (If someone creates chaos and disorder) that's when our peacekeepers have to come in. Alam naman ng mga policemen natin kung ano yung protocols sa (Out policemen know the protocols on) peacekeeping and law enforcement," he added
"It's now a public health issue. Let's not complicate things by making it a peace and order problem. Let’s focus on one enemy--COVID-19. Everything else, please stop it," he continued.
According to Nograles, what was important to the President was to maintain peace and order during a state of calamity.
"Obviously, in a state of calamity, there has to be order. Kaya importante kay President Duterte (that's why it's important to the President) that we maintain order in time of crisis and state of calamity," he said.
"Hindi papayag ang Pangulo na may mag take advantage, guguluhin pa ang sitwasyong ito (The President will not allow that someone will take advantage of the situation and cause trouble)," he added.
On Wednesday, President Duterte ordered the police, military, and even barangay officials to shoot those who will cause trouble, particularly the Left, during the distribution of goods, especially if the lives of the law enforcers will be put at risk.
He issued the statement following the arrest of 20 protesters in Quezon City who were demanding food aid from the government early Wednesday amid the enhanced community quarantine implemented in Luzon.
"We are ready for you. Gulo o barilan o patayan (Whether it's chaos or a shootout or killings), I will not hesitate (in ordering) my soldiers to shoot you. I will not hesitate to order the police to arrest and detain you," he said.
"My orders are sa pulis pati military, pati mga barangay na pagka ginulo at nagkaroon ng okasyon na lumaban at ang buhay ninyo ay nalagay sa alanganin (and the military, even the barangay, that if they cause trouble during distribution and your lives are endangered), shoot them dead," he added.
The President said there will be no distribution of goods if there is no order.
"'Pag magulo, walang order, walang distribution na mangyari kasi inaagaw, ina-ambush (If there is no order, no distribution will take place because some snatch it)," Duterte said.
"Kaya mapipilitan ako na sabihin: Huwag na huwag ninyong gawin ‘yan kasi (That's why I am forced to say: Do not do that because) I will not hesitate to order to shoot you," he added.
Duterte, in addition, told the Left, particularly members of the urban poor group Kadamay to not encourage the people to violate the law.
"Kayong mga Kadamay, hindi --- walang, wala ng awa-awa (To the Kadamay, there will be no mercy for you). Do not play hero at this time because you encourage people to violate the law," he said.
