Malacañang assured residents of Capas, Tarlac that they will be safe as town officials continued to protest the use of the New Clark City as the quarantine site for the Filipinos repatriated from Wuhan, China.

Presidential Spokesman Salvador Panelo made the statement after the 30 Filipinos from the origin of the dreaded 2019-novel coronavirus acute respiratory disease (2019-nCoV ARD) arrived at the Haribon hangar of the Philippine Air Force in Clark, Pampanga Sunday morning.
In a radio interview, Panelo said the Palace understood the concern of the local officials of Capas and its residents but said there was nothing they could do since the New Clark City is completely under the control of the government's Bases Conversion and Development Authority (BCDA).
"Natural lang yun. Pero alam mo, yung unang-una, national government yung lugar na yun. So, walang ano ang local government doon (They're reaction was only natural. But first of all, that place is under the national government so the local government can't really do anything about it)," he said Sunday.
Panelo, however, assured the local government of Capas, Tarlac that the virus will not spread in their area as the Department of Health (DOH) was implementing the strictest protocol.
"Lahat ng protocols naman ini-implement so walang danger sa kanila. Kasi isolated nga yung mga dumating (Every protocol is being implemented so there's no danger to them. Everyone coming in is isolated)," he said.
According to the Department of Foreign Affairs, the repatriated Filipinos were safely and swiftly transferred from the chartered Royal Air flight to their dedicated buses and brought to the Athletes' Village in New Clark City where they will undergo quarantine for 14 days.
The DOH earlier said that the quarantined Filipinos will be provided with food, hygiene kits, other necessities, and will be given access to cellphones. Their mental health will likewise be assessed on the third day of their quarantine.
Cabinet Secretary Karlo Nograles last week assured residents around the quarantine site to not worry as the virus will not spread outside the facility.
"'Wag silang matakot at maabala kasi doon nga yung pinaka-safe kasi yung highest quarantine level ang i-impose doon (They do not have to be afraid and alarmed because that is going to be the safest place because of the quarantine level to be imposed there). So all quarantine measures will be at its level there," he said.
"All our medical health workers going in and out of that facility will undergo such extensive quarantine medical protocol so that's probably going to be the safest place in terms of quarantine protocols and procedures," he added.
