OCD denies sourcing decontamination chemicals that killed police doctor

The Office of Civil Defense (OCD) on Monday night (June 8) refuted the claims of Philippine National Police (PNP) Chief Gen. Archie Gamboa that it was the source of potentially lethal decontamination chemicals that claimed the life of a police doctor.
Citing a Manila Bulletin report, National Disaster Risk Reduction and Management Council (NDRRMC) Spokesperson Mark Timbal contradicted Gamboa's remark that the OCD was the source of the chemicals used in a decontamination solution at a coronavirus disease (COVID-19) facility at the Philsports Arena in Pasig City where Police Captain Casey Gutierrez died.
"Wala pong binibili at binibigay na decontamination chemicals ang OCD para sa kahit anong COVID-19 facility (The OCD has not bought or given decontamination chemicals to any COVID-19 facility)," Timbal said in a statement sent to reporters. The OCD is the implementing arm of the NDRRMC.
The OCD manages and leads the allocation of donations relative to the COVID-19 response.
Timbal also said the OCD was not involved in the actual management and operation of any COVID-19 facility.
"The only services that were arranged by OCD are food catering, lodging for servicing personnel, provision of PPEs (personal protective equipment), hygiene kits, medical equipment and supplies, janitorial services, and waste collection and disposal," he explained.

Earlier in the day, Gamboa asked the National Bureau of Investigation (NBI) to include the OCD in the investigation if it would acquire jurisdiction over the case. The PNP has already launched its own probe.
Aside from the chemicals, Gamboa said the PPE used by Gutierrez also came from the OCD.
"Everything in both PICC (Philippine International Convention Center) and Ultra (Philsports Arena in Pasig) are managed by the OCD. So it’s OCD which will put in their service providers,” Gamboa was quoted as saying.
“So it is the OCD which has the power to procure and to determine the service provider that they want,” he added.

Nonetheless, Timbal said the OCD will welcome any investigation that will shed light on the death of Gutierrez.
"We are confident that the PNP, who manages the Ultra COVID-19 facility, would be able to resolve this matter by verifying where the said chemical actually came from and by examining their procedures involved in disinfecting the facilities they manage as well as the protection of their frontline staff," Timbal said.
Gutierrez, who was a frontliner at the Philsports Arena, complained of difficulty in breathing on May 24 after he allegedly inhaled toxic chemicals from the decontamination solution sprayed on him as part of health protocols.
On May 30, Gutierrez died.
Aside from him, at least four other cops -- two of them colleagues of Gutierrez -- were hospitalized after inhaling chemicals during decontamination procedures.
