Pasig Mayor Vico Sotto is currently being investigated by the National Bureau of Investigation (NBI) for allegedly violating quarantine rules set by the national government.

(KEVIN TRISTAN ESPIRITU / MANILA BULLETIN) NBI Deputy Director Ferdinand Lavin confirmed on Wednesday (April 1) that the NBI’s Anti-Graft Division (NBI-AGD) is investigating the local chief executive. The NBI spokesman said Sotto has been the subject of an investigation for his alleged violation of the Bayanihan to Heal As One Act “for disobeying national government policies or directives in imposing quarantines.” Lavin said the NBI-AGD has already issued a subpoena to Sotto who was told to appear at the NBI main office in Manila on April 7 to shed light on the allegations. President Duterte signed last March 25 the Bayanihan to Heal As One Act which granted him special powers to address the COVID-19 threat. On the other hand, Justice Secretary Menardo Guevarra explained that offenses committed prior the signing of the law cannot be penalized. “Penal provisions of any law are not applied retroactively unless the offense is a continuing one and its commission has not been stopped,” he said.
