Metro Manila mayors ask DSWD to extend deadline of SAP distribution - Mayor Zamora

All local chief executives in Metro Manila have asked the Department of Social Welfare and Development (DSWD) to extend the deadline for the distribution of cash assistance under the social amelioration program (SAP) of the national government.

(ALI VICOY / MANILA BULLETIN FILE PHOTO) This was disclosed by San Juan City Mayor Francis Zamora on Thursday, saying that all 17 mayors of local government units in the National Capital Region (NCR) have signed a request letter addressed to DSWD Secretary Rolando Bautista asking for the extension of the distribution until May 15. “All 17 mayors, including myself, pumirma na ho kami ng isang (we have signed a) request letter … requesting our good secretary of the DSWD … for an extension,” Zamora told DZMM in an interview. “The letter that we put there, addressed to Secretary Bautista, is requesting (for an extension of) up to May 15,” he said. The Department of Interior and Local Government (DILG) has earlier reminded LGUs of the April 30 deadline for the complete distribution of the cash assistance to qualified beneficiaries under SAP. Zamora acknowledged that they are one of the LGUs lagging behind with the distribution of cash assistance. He explained that the delay was because they have to carefully validate the list of cash assistance beneficiaries to ensure that the subsidies were given to qualified recipients. “I would rather submit a very clean list, yung talagang nasuri nang mabuti kaysa magmadali (the one that was carefully evaluated instead of the one made in a hurry),” he added. According to Zamora, only 16,309 slots of subsidy beneficiaries were given to San Juan, a notable decrease from its original 35,000 slots of beneficiaries. “Kung sana, honestly, kung sobrang daming slots sana yung binigay sa amin mabilis lang ito sapagkat hindi mo na kailangan pumili (Honestly, if they had given us lots of slots we would have distributed them much faster because we wouldn’t have to choose),” he said. Being one of the epicenters of the local transmission coronavirus disease 2019 (COVID-19) in the Philippines, also made it also difficult for validators to go around the city and double check the list of beneficiaries. He said the validation process was slow because validators had to take extra caution, considering the risk of going around the city with one of the highest recorded confirmed cases of COVID-19 in the country. To augment those San Juaneños not covered by the national government’s cash subsidy, Zamora said the local government will roll out financial assistance for those not listed in the SAP beneficiaries. “Hindi man siya kasing laki ng P8,000 ngunit makakatulong pa rin po ang ponding ito sa kanila (It may not be as big as P8,000 but this fund can still help them),” he said.
