The beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) will also start receiving their financial aid through their cash cards on Friday, according to Cabinet Secretary Karlo Nograles.
"The Philippines is one of many countries that already have social amelioration measures in place to ensure that vulnerable sectors are provided for during the ECQ (enhanced community quarantine). The other day the President announced the Emergency Subsidy Program that intends to provide financial assistance to 18 million target beneficiaries," Nograles said in a virtual press conference Friday.
"We have been informed by the DSWD (Department of Social Welfare and Development) that the subsidies will be distributed starting today in Manila and Parañaque, and we expect other jurisdictions to be distributing these to their residents in the next few days," he added.
Concerned officials are expected to explain the distribution system to ensure it would proceed without any hitch, according to Nograles.
"Hintayin lamang po ninyo ang pakikipag-ugnayan sa inyo ng mga naatasang kawani hinggil sa sistemang ipatutupad upang maayos itong maipapamigay (Please wait for the tasked officials to contact you on how the system will be implemented so it will be organized)," he said.
The DSWD is also expected to top up the existing subsidies of 4Ps beneficiaries on Friday.
"Sa mga benepisyaryo ng 4Ps, ngayong araw din po sisimulang ipasok sa inyong mga card ang benepisyong ito. Uulitin ko ang paalala, maghintay ng anunsyo upang hindi tayo magkumpulan sa mga bangko. (To the 4Ps beneficiaries, the subsidy will be given to your cards. I repeat the reminder, pease wait for the announcement so we will not crowd the banks)," Nograles said.
President Duterte recently announced the government's P200-billion emergency subsidy program, saying the largest social protection program in the nation's history aims to make up for the loss of economic opportunities due to quarantine measures.
Under the social protection program, the government plans to distribute subsidy ranging between P5,000 to P8,000 to 18 million low-income families affected by the quarantine period for April and May. The amount of the subsidy will depend on the minimum wage in their respective regions.
The President tasked the Department of Social Welfare and Development (DSWD) to full control and supervision of the distribution of the subsidies to ensure the aid will go directly to the target beneficiaries. The DSWD however may "deputize" the local officials in helping distribute the financial aid subject to strict audit, according to Nograles.
