Makati cop files complaint against Spanish man

A complaint on April 28, Tuesday, was filed by a policeman against a Spanish man whom he had a heated altercation with at Dasmariñas Village in Makati.
Based on the complaint filed before the Makati Prosecutor’s Office, Police Master Sergeant Roland Von Madrona accused Javier Parra Salvador of violating Article 151 of the Revised Penal Code (Resistance and Disobedience to a Person in Authority), Republic Act 11332 Sec. 9e, Makati City Ordinance 2000-089 (Not wearing face mask), direct assault, and unjust vexation.
Colonel Rogelio Simon, Makati Police chief, said it is a warning to all abusive foreigners disrespecting policemen in the country.
“Our policemen should not be disrespected just like that. In other countries, they will cuff you immediately once you talk back at them. This is a warning to all abusive foreigners,” he said in Filipino.
As of writing, the Makati Police chief said that they are now coordinating with the Bureau of Investigation (BI).
“We are now directly coordinating with BI for his status (to know if he is over staying in the country) and BI is on a case build up,” Simon said.
On April 21, Madrona told the maid of Salvador, Cherilyn Escalate, to wear a mask while watering the plants outside their property around 5 p.m.
The maid then went inside the house and told her employers that she was being fined P1,000 for not wearing a face mask while doing her chores outside their house. In Makati, there is an ordinance requiring people to wear masks while outdoors or in public places while in the current state of public health emergency. The fine for first offence is P1, 000.
Salvador and his wife, Abegail, then went out of their house and confronted the cop.
As seen on the video uploaded online about the incident, things turned physical between Salvador and the cop after a heated argument about how to implement enhanced community quarantine rules.
Salvador, seemingly furious, was heard throwing expletives at the policeman as he pointed his finger at Madrano.
The cop, who was trying to arrest him, then pinned Salvador down on the ground despite pleas from the latter’s wife, insisting that he is injured.
Salvador was able to escape and went inside their house and stayed there.
When the cop tried to follow him inside their abode, his wife pushed Madrano and told him that he needs to secure a warrant if he wants to get her husband.
