Kuwaiti gov't gives amnesty application program to undocumented Filipinos until April 30

By Roy Mabasa Undocumented Filipinos in Kuwait will have until tomorrow, April 30, 2020, to avail of the Kuwaiti government’s amnesty application program for all foreigners illegally staying in that country. Consul General to Kuwait Mohd. Noordin Pendosina Lomondot said that the Embassy, together with attached agencies such as the Philippine Overseas Labor Office (POLO), the Overseas Workers Welfare Administration (OWWA), and the Department of Social Welfare and Development (DSWD), are in full force to fast-track the amnesty applications of undocumented Filipinos and those with absconding cases. During the April 1 to 5 application period alone, Lomondot said the Embassy issued on the spot hundreds of travel documents to Filipino amnesty applicants who do not hold their Philippine passports with them, as well as reports of birth to undocumented children. Due to the suspension of mass transportation in Kuwait following the outbreak of the coronavirus disease 2019 (COVID-19), the embassy, through the help of the Public Authority for Manpower and concerned individuals, is extending free transport to Filipino amnesty applicants. “Under the one-country team approach, the Embassy, the POLO-OWWA, and the DSWD will continue to serve our undocumented and distressed kababayan during this amnesty period despite the coronavirus crisis in Kuwait,” Consul General Lomondot added. To date, about 2,000 undocumented and distressed Filipinos are now back in the Philippines after joining the amnesty program. Under the amnesty program, recipients are not required to pay for any immigration fine nor be subjected to deportation and are likewise eligible to return and work in Kuwait again. Amnesty applicants who already have valid passports or travel documents may go directly to Farwaniya Primary School For Girls (for female applicants), and at the Al Muthanna Primary School For Boys (for male applicants) from 9:00 a.m. to 2:00 p.m. Aside from their valid travel documents and passports, applicants are advised to bring with them not more than two pieces of luggage (one 20-kilogram bag for check-in, and one seven-kilogram bag for carry-on bags). On the other hand, those who do not have valid Philippine passports must first go to the Embassy to apply for a travel document, bringing with them other requirements such as three passport-size ID photos with blue background and photocopies of their most recent passport, Kuwait Civil ID, or Kuwait entry visa. Lomondot said all amnesty grantees are given temporary shelter, with food and medical provisions, and one-way air tickets to the Philippines, at the Kuwaiti government’s expense.
