The government is ready to listen to the sentiments of concerned stakeholders on whether the enhanced community quarantine (ECQ) in Luzon should be lifted, extended or expanded to other areas.
According to Cabinet Secretary Karlo Nograles, concerned stakeholders may raise their views on the duration of the Luzon-wide quarantine, and the government will take them into consideration.

A technical working group of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) has recently been assigned to convene and craft the parameters on whether to lift, extend, or expand the quarantine in Luzon. The enhanced community quarantine, that includes the stay-at-home policy for Luzon residents, took effect last March 17 and will expire on April 12.
"Siyempre lahat naman ng recommendations ay pina-factor in namin (Of course, we will factor in all recommendations) and we consider all aspects. All stakeholders are free to submit their recommendations to the Technical Working Group," Nograles said during a virtual press conference Friday.
"Pero hintayin na lamang natin because ang proseso (But let's for wait for it because the process) is the Technical Working Group will consolidate all of these recommendations and come up with its final recommendations to the IATF and then magde-debate pa kami (and we will debate) and then we will release it as soon as we have finalized our resolution," he added.
Nograles said the technical working group led by the Department of Health has been directed "to finalize the analytical model for deciding on the eventual total or partial lifting or the possible extension or expansion of the Enhanced Community Quarantine in Luzon."
The group includes National Economic and Development Authority (NEDA), the Philippine Institute for Development Studies (PIDS), the Department of Science and Technology, technical experts, the academe and such other representatives from the health, economic and security sectors.
He said the recommendations of the group will be subject to the approval, amendment or modification by the IATF.
The ongoing ECQ in Luzon, ordered by President Duterte to stem the spread of the coronavirus pandemic, includes strict home quarantine, suspension of public transportation, work-from-home arrangements, air, land and sea travel restrictions, and class suspension to stem the coronavirus outbreak. Certain establishments providing essential and critical services however have been exempted from the home quarantine policy.
Recently, Trade Secretary Ramon Lopez said he was amenable to the gradual or phased lifting of the quarantine to allow the operation of more essential businesses. Lopez however said these establishments must still observe stringent health precautions such social distancing measures for their workforce.
