Citing the latest SAP monitoring report, Paje said more than P99.8 billion worth of cash subsidies have been distributed to over 17.64 million beneficiaries nationwide. He assured the public that the DSWD is readying for "more efficient, and faster" distribution of the cash subsidies for the second tranche. He explained that the SAP funds for the second tranche will no longer be downloaded to the local government units (LGUs) since the DSWD has been tasked to lead the distribution of the cash subsidies to the family-beneficiaries. Last month, President Duterte directed the DSWD to lead the SAP distribution following the snowballing complaints against the purported irregularities in the release of emergency subsidies. In a statement, the DSWD earlier said for the second tranche of SAP implementation, it targeted 8.5 million low income families in enhanced community quarantine (ECQ) areas and some 3.5 million “waitlisted" families from the 5 million additional families approved by President Duterte for inclusion in the program. The areas that are set to receive the second tranche were identified based on the Executive Order No. 112, Series of 2020 dated May 1, and the memorandum signed by Executive Secretary Salvador Medialdea on May 2. Covered by the second phase of SAP are Region III except Aurora Province; National Capital Region (NCR); CALABARZON; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City. "The Department continues to study and think of other innovative means to improve its protocols and guidelines for the second tranche of SAP implementation," the DSWD said. The agency said it will also seek the assistance of the Armed Forces of the Philippines (AFP), particularly female soldiers in the distribution of the cash subsidy in the Geographically Isolated and Disadvantaged Areas (GIDAs) and conflict-affected areas.
