Group urges gov't to continue SAP during GCQ

During the enhanced community quarantine (ECQ), KMP said “the government rolled out the SAP, which comprises of the Assistance to Individuals in Crisis Situations (AICS) and Expanded and Enhanced Pantawid Pamilyang Pilipino Program (4Ps) of the DSWD, Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers Program (TUPAD) #Barangay Ko, Bahay Ko (TUPAD #BKBK) Disinfecting/Sanitation Project and COVID-19 Adjustment Measures Program (CAMP) of the DOLE, and Rice Farmers Financial Assistance of the DA’’. The SAP provides economic assistance worth P5,000 to P8,000 to qualified beneficiaries estimated to cover 18 million households “whose livelihoods were affected and have no means of income during the ECQ.” Later on, the government added 5 million families to the targeted beneficiaries, increasing the total number of SAP beneficiaries to 23 million low-income families. However, KMP said “that the Department of Interior and Local Government (DILG) clarified that low-income families residing in areas that will be under (GCQ) who were included in the first wave of SAP recipients will no longer receive cash aid under SAP in the second-tranche even if not all workplaces in their area are open.” Based on President Duterte's 7th report to Congress, as of May 7, the DSWD has distributed SAP aid to 13.5 million families (non-4Ps beneficiaries), with a total payout of P61.34 billion. The KMP noted that based on these figures, there is still an estimate of 10 million families who have not yet received any cash aid from the government." "Even after the ECQ, the social and economic reality remains true to Filipinos, especially to the workers of establishments and industries that are not allowed to operate under the GCQ. For this reason, it is necessary to continue the implementation of SAP to the affected individuals and families," KMP chairperson emeritus and Anakpawis Partylist president Rafael Mariano said. Mariano reiterated that cash grants are still needed by the low-income families whether they are in places under ECQ, MECQ or GCQ.
