Gov't gives its 'no work, no pay' employees salaries during quarantine; hopes LGUs, private sector do the same

The government is hopeful that local government units (LGUs) and the private sector will emulate its gesture of giving salaries to contractual employees to help tide them over the month-long quarantine of Luzon.

(OPS / MANILA BULLETIN) Presidential Spokesperson Salvador Panelo said the compensation for contract of service (COS) and job order (JO) workers, implemented by the Department of Budget and Management (DBM) and the Commission on Audit (COA), would be "one less worry" for for them and their families. "As the Palace joins COA and DBM in encouraging local government units to adopt the guidelines specified in Joint Circular No. 1 (s. 2020), it also trusts that its partners in the private sector will be inspired in providing the same policy to their workers under similar work arrangements," he said in a statement. Under the joint circular, government agencies are allowed to release the salaries of COS and JO workers in government. Those who work from home, as well as those not required to show up at the office, will still be paid their salaries during the quarantine period. Panelo said the Office of the President welcomes the "timely issuance" of the circular on the compensation for workers. "The joint circular has been hoped for by our people as the document makes it clear that COS and JO workers in government who would not be able to work by reason of the community quarantine will still receive their corresponding salaries or wages as an exception the labor principle of 'no work, no pay,'" he said. "The prompt efforts of COA and DBM would certainly alleviate the socioeconomic impact of COVID-19 against our people in the public sector who have been anxious of their situation. This is one less worry for them and their families." President Duterte recently called on large employers to advance the 13th month pay of workers to help them cope during the quarantine period in Luzon. As part of the stringent social distancing measures, the government has ordered strict home quarantine, promoted work-from-home arrangements in companies, suspended public transportation, and imposed travel restrictions in a bid to curb the spread of the new coronavirus disease.
