GCQ families to receive aid once source of funds is identified - Palace

Malacañang said families from areas under the general community quarantine (GCQ) would benefit from the second tranche of the social amelioration program (SAP) once the government is able to find a source for additional funds.

Presidential spokesman Harry Roque made the statement as the new quarantine zones in the country take effect, placing all but 10 high-risk areas in the country under the general community quarantine.
In a radio interview, Roque said while President Duterte wants to give everyone cash aid during the COVID-19 pandemic, only those from the enhanced community quarantine (ECQ) and the modified ECQ (MECQ) are sure to receive the emergency subsidy.
"Ang nasa puso niya, gusto niyang bigyan ang lahat, titingnan po natin kung kakayanin, kung makakahanap po tayo ng mga resources of revenue (In the President's heart, he really wants everyone to receive cash aid but we'll see first if we can find resources of revenue)," he said.
"Sa ngayon po ang mabibigyan pa lang na sigurado iyong mga ECQ at MECQ (For now, only those from the ECQ and MECQ areas are sure to receive the second tranche of the SAP)," he added.
On Thursday evening, President Duterte ordered Budget Secretary Wendel Avisado to "circumcise" the budgets of each line department to see if there funds that could be used for the second tranche of the emergency subsidy program.
It was likewise confirmed on Friday that President Duterte will ask Congress to help find the additional funding for the second tranche of the SAP to help low-income families affected by the COVID-19 lockdown.
"President Rodrigo Roa Duterte's vow that no one goes hungry amid the current global health crisis remains firm and unchanged," Roque said.
However, in his radio interview, Roque, citing acting National Economic Development Authority secretary Karl Chua, said that there cannot be a supplemental budget without first identifying the sources of the funds.
Roque earlier said that a staggering P50 billion is needed so all 23 million families affected by the pandemic will receive the second tranche of the emergency subsidy.
