Erring barangay officials involved in SAP anomalies will receive demand letter

Chavez Department of Interior and Local Government (DILG) Undersecretary for Barangay Affairs Martin Diño on Sunday said that alleged erring barangay officials who are the subject of cash aid anomalies under the social amelioration program (SAP) will receive demand letters from their respective city or municipal treasurer’s office. In a strongly worded declaration, Diño stressed that deceitful barangay officials have no place in public service, warning them that President Duterte has absolutely zero tolerance for corruption. Diño said that the concerned barangay officials have to come up with very justifiable reasons on why charges should not be filed against them. He noted that some city and municipal treasurer’s offices have already sent demand letters to the concerned barangay officials. If no valid explanation is given, Diño said that the barangay officials will be charged, asserting that the SAP cash aids will have to be liquidated by the city's treasury office. Diño’s statement came at the heels of reports that 42 barangay officials are facing criminal complaints over alleged irregularities in the distribution of cash subsidy from the SAP. He expressed deep frustration why some barangay officials continue to violate SAP cash assistance rules despite the repeated warnings of the DILG. "Kaya hindi niya puwedeng kotongan 'yan, hindi niyo puwedeng hatiin, hindi niyo puwedeng hingian ng donasyon, hindi niyo puwedeng takutin at sabihing may processing fee (That is why you cannot extort, split (cash aid), ask for donations, threaten (the beneficiaries), demand for processing fees),’’ Diño said. Citing a case, Diño noted a beneficiary who was supposed to receive P5,000 aid got merely P2,000 after a barangay tanod who accompanied him allegedly demanded P3,000. But Diño insisted that there are still more respected, honorable, and righteous barangay officials pointing out that only 2,000 out of the 42,045 barangays were reported to have committed SAP distribution irregularities. --
