Duterte's post-pandemic recovery plan to focus on ensuring safe, economically stable society

Ensuring "a safe and economically stable society" will be the government's priority in crafting the post-pandemic recovery plan, President Duterte declared in his recent weekly report to Congress.

The President said the government has started to craft the responsive and sustainable recovery plan, including establishing the "new normal" state of economic activities, adding that he expects a final report on the matter by next week.
"I would like to highlight that while the ECQ (enhanced community quarantine) over the entire Luzon has been extended, the National Government has started on substantive forward planning to sustain the gains derived from the imposition of the ECQ and to provide our people with a safe and economically stable society after COVID-19," Duterte said in his April 13 report to the joint congressional oversight committee on the implementation of the Bayanihan law.
The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) earlier created a technical working group to craft strategies on forward economic planning, including restoring business confidence and strategic stockpiling. The group is led by the National Economic and Development Authority (NEDA).
According to the President, the technical working group has started processing the results of several surveys on consumer, business, agriculture, and fishery.
The poll results, he said, will form the foundation of the TWG's 10-day work plan to recommend programs and strategies to promote confidence in the country's health systems through data analytics, rebuild consumer and business confidence, and adopt to a new normal state of economic activities.
"The TWG is set to submit its final report to the IATF on 20 April 2020," Duterte said.
He said the Securities and Exchange commission has conducted a survey on the impact of the quarantine on mutual fund industry, lending companies, financing companies, microfinance non-governmental organizations, and their clients to form part of the inputs of the proposed economic recovery package bill.
Digital systems and online tools have also been developed by the Department of Science and Technology (DOST) to ensure public service continuity and gather COVID-19 data for decision-making.
He said scientist, academicians, researchers, and DOST personnel continue to render expert advice and information on coronavirus related actions and response.
Duterte said the Commission on Population and Development (POPCOM0 has completed the database of barangay-level demographic vulnerabilities in Metro Manila "to make COVID-19 response more effective and efficient."
These indicators, Duterte said, will serve as bases in planning pandemic responses such as quarantine and other support strategies to effectively contain the spread of the pandemic.
"The POPCOM is now working to complete the database of these key indicators for other regions," he added.
At the recent special regional summit on COVID-19, the President called on Southeast Asian nations to prepare the post-pandemic recovery plan. He said it is "never too early" to think of such recovery plan even if the world is in the early stages of the health crisis.
With the specter of global recession, Duterte admitted that his government is bracing for a "significant decline in economic output" in the country. The government has already put in place social safety nets such as cash subsidies to 18 million low income families to soften the impact of the pandemic.
"But this will not be enough. We need to rebuild our economies and stimulate growth domestically, regionally, and globally,” Duterte said.
The President also called for greater international cooperation to overcome the pandemic and build a more resilient world during the virtual regional summit.
"The Philippines can only heal together as one country. ASEAN (Association of Southeast Asian Nations) can only recover as one region. The world can only bounce back stronger as one global community," Duterte said.
