President Duterte will announce tonight the fate of the quarantine enforced over Metro Manila and other areas in the country, Malacañang said.

In a text message, Roque said he cannot confirm the resolution posted by DZRH on its Facebook page. "Can't [confirm'. PRRD will announce tonight," he said. "Official resolution not yet issued," he added. Roque likewise said that he will not discuss Resolution No. 40 in his regular Thursday press briefing. The Palace official earlier said the procedure in Malacañang is they can only officially announce when papers are released. Metro Manila and other high-risk transitioning areas are under the modified enhanced community quarantine (MECQ) until May 31 while Cebu City and Mandaue City are under the ECQ. Based on the leaked resolution, Metro Manila will be placed under the general community quarantine (GCQ) from June 1 until June 15. However, all identified high-risk barangays within the National Capital Region (NCR) shall be subject to the zoning concept implemented by the National Task Force (NTF) on COVID-19. Other areas to be placed under GCQ are: * Baguio City * Pangasinan * Region II (Batanes, Cagayan, Isabela, Nueva Vizcaya, Quirino, Santiago City) * Region III (Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Angeles City, Olongapo City) * Region IV-A (Cavite, Laguna, Batangas, Rizal, Quezon, Lucena City) * Albay * Iloilo City * Region VII (Bohol, Cebu, Negros Oriental, Siquijor, Mandaue City, Lapu-Lapu City * Zamboanga City * Davao City Meanwhile, Cebu City is said to be placed under MECQ without prejudice to the declaration of localized ECQ in critical areas. Local government units (LGUs) may still appeal their classification to the IATF until 12 noon of May 29. The leaked resolution, meanwhile, ordered the Department of Transportation (DOTr) to provide additional buses for the transportation of stranded overseas Filipino workers (OFWs), in coordination with the Overseas Workers Welfare Administration (OWWA) and the Department of Tourism (DOT). The DOTr is also tasked to determine the capacity of the Ninoy Aquino International Airport (NAIA) Terminal 2 holding areas for OFWs in the passenger pool to avoid congestion and longer waiting time. The department will likewise determine the test results for the seafarers onboard cruise ships in Manila Bay and provide their home transport. On the other hand, the Department of the Interior and Local Government (DILG) was tasked to remind LGUs to allow OFWs who tested negative for COVID-19 to return to their homes and undergo home quarantine.
