Duterte returns to Manila after Davao visit

President Duterte returned to Davao City past midnight Saturday after staying for 67 days in Malacañang due to the enhanced community quarantine in Metro Manila. While Presidential Security Group (PSG) commander Col. Jesus Durante III said Duterte went to Davao to visit his family, Roque said that the President made his trip also to check on the COVID-19 situation in Mindanao. However, Roque said Monday that he was not sure if Duterte was able to spend time with his grandchildren. "As of yesterday, nagulat ako, hindi pa niya nakikita yung kanyang mga apo. Inuna po siguro nya ang pagtingin kung ano ang nangayayari hindi lang sa siyudad ng Davao kundi sa buong Mindanao (I was surprised because I heard as of yesterday that he hasn't seen his grandchildren yet. Perhaps he first looked into the Mindanao situation)," he said. Roque, meanwhile, explained that Duterte only went to Davao and not to other areas under the general community quarantine, or even to the areas ravaged by Typhoon Ambo, because the PSG would not allow him. "Siguro po kasi yung the fact na vulnerable person din ang Presidente kaya umiwas siya sa mga (lugar na may) mataas na (bilang ng) cases (Maybe it's because of the fact that the President is a vulnerable person himself that's why he avoided the places with a high number of COVID-19 cases)," he said. "Ang nagiging problema po talaga ng Presidente, super istrikto sa kanya ang PSG... Given the clearance by PSG, I’m sure gustong gusto pumunta ni Presidente doon sa mga nasalanta ng bagyo (The problem is the PSG is super strict with the President. "I think it’s without prejudice but we have to convince PSG that they can protect the President," he continued. On Sunday, Roque acknowledged that Duterte's trip to Davao City would be an issue since non-essential travel is prohibited in all quarantine zones. Under the omnibus guidelines of the IATF released Saturday morning, "and, air, or sea travel by uniformed personnel, government officials, and employees for official business with the corresponding travel authority… especially those transporting medical supplies and laboratory specimens related to COVID-19, and other relief and humanitarian assistance, shall be allowed." He spent his birthday inside his Malacañang residence on March 28.
