The "duplicate" assistance received by Social Amelioration Program (SAP) beneficiaries now amounted to over P458 million, the Department of Social Welfare and Development (DSWD) said on Wednesday, June 24.

DSWD Secretary Rolando Bautista said based on their partial post validation monitoring report, the cash aid granted to over 47,000 duplicate beneficiaries during the first phase implementation of the government's amelioration initiative totals P458, 464, 900.
He said that as they intensified their validation and deduplication efforts, the agency found 47, 830 duplicate beneficiaries.
"Sa tingin po namin ay madadagdagan po ito o mababawasan ng konti (The way we see it, this will increase or will be reduced slightly) ," he said in an interview over DZME.
During the "Laging Handa" briefing on Tuesday, June 23, the number of beneficiaries who received multiple assistance during the first wave of cash subsidies has increased to over 51,000.
Bautista said the returned cash subsidies will be used for the second phase implementation of SAP, which seeks to benefit 17 million family-beneficiaries.
"'Yung iba po kasi sinosoli, yung nasoli na amount ay dinedeposito ito sa Land Bank at apparently gagamitin sa susunod na pagbibigay ng second tranche," Bautista said. (Others returned their cash aid and the returned amount will be deposited with the Land Bank to be used for the distribution of the second tranche.)
Bautista said some 3,723 beneficiaries have returned their cash aid, amounting to more than P20.3 million.
Apart from the P20.3 million cash assistance returned by more than 3,000 beneficiaries, the DSWD disclosed that about 179 local government units (LGUs) also refunded more than P324.4 million emergency cash assistance to the DSWD.
House Minority Leader and Manila Rep. Bienvenido Abante Jr. expressed serious concern over the increasing number of duplicate SAP recipients.
"Bakit po nangyayari 'yan? I think wala pong accurate listing ang DSWD sa mga taong ito na nakakatanggap ng doble. Why is it happening?" he said. (Why is it happening? I think the DSWD has no accurate listing of these people who received multiple assistance.)
He said that while almost 48,000 SAP beneficiaries received multiple assistance, about 40 percent of households in Metro Manila have yet to receive assistance from the government, whether from the DSWD or the Department of Labor and Employment (DOLE).
Bautista explained that there was duplication of SAP cash aid because government agencies such as the DSWD, DOLE, and Department of Agriculture (DA) simultaneously implemented their respective SAP programs.
