DSWD waiting for 'written' Palace directive before moving on SAP 2nd phase

The Department of Social Welfare and Development (DSWD) said on Saturday (May 16) that it needs to wait for Malacañang's "written" order before it proceeds with the second phase of the implementation of the Social Amelioration Program (SAP).
DSWD Spokesperson Irene Dumlao said they have been waiting for the Office of the President' directive, which will serve as the basis for crafting the implementing guidelines for the second tranche, and will guide them whether beneficiaries in areas placed under general community quarantine (GCQ) are to benefit from the second tranche.
"We are waiting for the release of the written directive from Malacañang. We need to be guided if we will provide SAP still to areas declared under GCQ. That is why we need a written directive on that," she told reporters in a Viber message, after the Department of Budget and Management (DBM) said that it is up to the DSWD to make an additional funding request if the areas under enhanced community quarantine (ECQ) and GCQ will be granted a second wave of cash aid.
Based on Inter-Agency Task Force for the Management of the Emerging Infectious Diseases (IATF-EID) Resolution No. 37, Cebu City and Mandaue City are placed under ECQ.
The National Capital Region (NCR), Laguna, Bataan, Bulacan, Nueva Ecija, Pampanga, Zambales, and Angeles City are under modified ECQ until May 31, the resolution said.
Dumlao has reminded local government units (LGUs) to immediately submit their liquidation reports after completing the SAP payouts.
Under DSWD guidelines, the LGUs are required to submit the liquidation and financial reporting documents, including the list of encoded SAP beneficiaries, to the DSWD within 15 days from the completion of the distribution.
In a Viber message to the Manila Bulletin, Dumlao said 1,157 or 70.8 percent of the 1,634 LGUs in the country have completed their SAP distribution, while 215 LGUs have submitted their liquidation reports.
President Duterte had directed the DSWD to lead the SAP distribution following the snowballing complaints about purported irregularities in the release of emergency subsidies.
DSWD Secretary Rolando Bautista said on Wednesday (May 13) that around 11.1 million low-income families are expected to receive the second wave of cash aid.
He said those to be prioritized when the agency distributes the emergency subsidies are the five million "left-out" beneficiaries who were not included in the master list of beneficiaries for the April emergency subsidies but are eligible, and the initial SAP beneficiaries in areas which remain under ECQ.
Under Republic Act No. 11469 or the Bayanihan to Heal as One Act, 18 million low-income households are entitled to receive emergency cash subsidies ranging from P5,000 to 8,000, depending on respective regional wage rates, for the months of April and May.
