DSWD to use undelivered SAP subsidy funds for second wave of dole-outs

So as not to burden the government's war chest against COVID-19, the Department of Social Welfare and Development (DSWD) said on Wednesday, June 10 that all unspent Social Amelioration Program (SAP) funds downloaded to the local government units (LGUs), and all returned emergency cash subsidies will all be used for the second wave of cash subsidies.

(MANILA BULLETIN) DSWD Secretary Rolando Bautista said as the agency's validation and de-duplication processes continue, they expect that there will be more beneficiaries who will return their cash aid due to duplication of assistance received from other government agencies or ineligibility. "Sa palagay ko madadagdagan pa itong numero ng mga benepisyaryo na magsosoli dahil sa tuloy tuloy na balidasyon at napapag-alaman dun na may benepisyaryo talagang doble na natatanggap na ayuda," he said during the "Laging Handa" network briefing. (I think, the number of beneficiaries who will return their aid will increase because our validation continues wherein it has been found out that there are beneficiaries who received multiple assistance.) He noted that some 3,723 beneficiaries have returned their cash aid, amounting to more than P20.3 million. Bautista said the regions where the subsidies were returned can use such amount for the second tranche. In a statement, the DSWD earlier said the beneficiaries who hail from eight regions returned the cash aid "due to duplication of assistance received from other government agencies or ineligibility." Region XI (Davao) recorded the highest number of beneficiaries who returned their cash subsidy with 2,047, followed by Region III (Central Luzon), 795; National Capital Region (NCR), 236; Region IX (Zamboanga Peninsula),210; CARAGA, 197; Region IV-A (CALABARZON), 166; Region VIII (Eastern Visayas), 54; and Region IV-B (MIMAROPA), 10. The agency noted that eight beneficiaries directly returned their subsidy to the DSWD Central Office. "Alam naman natin na unang dinownload ng DBM ay sabihin natin na may kakulangan kaya ang mangyayari lahat ng unutilized funds na binababa sa local government units ay gagamitin po ito idadagdag po ito sa second tranche," Bautista said. (We know that the funds initially downloaded by the DBM is not enough so what will happen is all unutilized funds downloaded to the local government units will be used for the second tranche.) Around P96 billion has been released for the second wave of cash subsidies, Bautista earlier said. "Sa second tranche, apparently talagang kailangan gamitin natin lahat ang mga natirang pera, mga naisoling pera para hindi na po tayo magrerequest sa DBM ng additional budget dahil alam po natin talagang hirap na hirap na ang ating DBM at ang ating Department of Finance para maghanap ng budget para suporta dito sa ating COVID-19 pandemic crisis," Bautista said. (For the second tranche, apparently, we really need to use all unspent funds, those returned money so that we will not request additional budget from the DBM because we know that the DBM and the Department of Finance have been having hard time looking for budget to support our fight against COVID-19 pandemic crisis.) Apart from the P20.3 million cash assistance returned by more than 3,000 beneficiaries, the DSWD said about 179 LGUs also refunded more than P324.4 million emergency cash assistance to DSWD. The LGUs that refunded the SAP subsidy hail from 14 regions. These include Cordillera Administrative Region (CAR), I (Ilocos) , II (Cagayan Valley) , III, CALABARZON, MIMAROPA, V (Bicol) , VI (Western Visayas), VIII, IX (Zamboanga Peninsula), X (Northern Mindanao), XII (Soccksargen), CARAGA, and Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). During the network briefing, Bautista noted that 1, 101 of the 1, 550 LGUs that conducted SAP distribution have submitted their complete liquidation reports. While, 223 LGUs are expected to complete their liquidation reports. He said P99.8 million worth of SAP subsidies have been distributed to over 17.6 million beneficiaries.
