The government has decided to ensure first that its emergency relief assistance has been distributed before validating the list of beneficiaries.
Cabinet Secretary Karlo Nograles announced on Friday that government’s priority is to speed up the distribution of the subsidy to low-income families.

"Para po mapabilis ang pag-labas ng ayuda, sinabi po ng DSWD na tinanggal na po sa proseso ng pagbigay ng ayuda ang validation stage para agad maibigay ang 5,000 to 8,000 pesos na Social Amelioration Program cash aid sa mga pamilyang nangangailangan (To hasten the release of the subsidy, the DSWD said it has removed the validation stage in the aid distribution so the P5,000 to P8,000 cash aid in social amelioration program can be immediately be given to those in need)," he said during a virtual press briefing Friday.
"Under the amended measure, the validation of beneficiaries will be conducted after the pay out of the subsidies,” said Nograles, spokesman of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF).
With the new arrangement, Nograles said local government units could proceed with the distribution of the cash aid within 24 hours upon receipt of the funds from the DSWD.
As of April 16, he said, the DSWD has distributed an additional P1.3 billion pesos’ worth of emergency subsidies to 236,331 low income families on top of the P3.72 million Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries that have already received assistance.
He said DSWD has also extended P65 billion worth of emergency subsidies to 1,228 local government units for disbursement to Assistance to Individuals in Crisis Situation (AICS) beneficiaries.
The government earlier launched a P200-billion emergency subsidy program for 18 million low income families for the months of the April and May. The cash subsidy aims to help these families cope with enhanced community quarantine to prevent the spread of the coronavirus pandemic.
Those entitled to the cash aid are low income families, along with senior citizens, pregnant women, homeless, informal economy worker, and other vulnerable members of society.
Nograles earlier said the distribution of the cash subsidy will be subject to the validation of the DSWD as well as review by the Commission on Audit.
He warned that local government units should ensure the financial aid will go to the intended beneficiaries or else face the risk of being charged for any fraudulent act. If the aid is given to an ineligible beneficiary, he said the local government official will be asked to refund the money and may face an investigation for possible filing of charges.
