DSWD targets this week SAP 2 distribution

The Department of Social Welfare and Development (DSWD) said on Tuesday that it is targeting to distribute the second tranche of emergency cash subsidies this week with the beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) as among its first recipients.

(We expect that this week, the distribution of the second tranche of SAP aid will start with the 4Ps beneficiaries who already underwent deduplication to ensure that one aid will only be received by each beneficiary.) In a Viber message to the Manila Bulletin, DSWD spokesperson Irene Dumlao said those who will benefit from the second tranche are more than 8.5 million low-income families in enhanced community quarantine (ECQ) areas, the five million "waitlisted" beneficiaries nationwide as approved by President Duterte for inclusion in the program, and the 3.5 million from the "waitlisted" in ECQ areas. The areas that are set to receive the second tranche were identified based on Executive Order No. 112, Series of 2020 dated May 1, and the memorandum signed by Executive Secretary Salvador Medialdea on May 2. Covered by the second phase of SAP are Region III except Aurora Province; National Capital Region (NCR); CALABARZON; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province, and Zamboanga City. "Sa ngayon po ay tinatapos pa natin ang pamamahagi sa first tranche. Mga finishing touches ang ginagawa natin para sa first tranche at uumpisahan na natin ang second tranche," Paje said. (As of now, we are still completing the distribution of the first tranche.We are doing finishing touches for the first tranche and we will start the second tranche.) During the "Laging Handa" network briefing on Tuesday, Paje disclosed that more than P99.8 billion worth of SAP subsidies have been distributed to over 17.64 million beneficiaries, 13.31 million of whom are low-income and non-4Ps beneficiaries. He cited the importance of the validation and deduplication process to ensure that those who will receive the cash aid are all eligible. "Nais po nating mapabilis ito, pero meron tayong proseso na dapat pagdaanan, isa po dito ay validation, sapagkat sinisiguro natin na tayo ay susunod sa mga COA regulations and procedures at sinisigurado natin na ang pagbibigyan ng SAP benefits ay 'yung nangangailangan at kwalipikado," he said. (We want to expedite the distribution, but we have to follow the process, one of which is the validation. We want to ensure that we follow the COA regulations and procedures and we are ensuring that those who will be given SAP benefits are the needy and qualified.) (Because we have huge number of beneficiaries and the huge amount of funds to be given, we don't want to squander this be given to undeserving people and we don't want the implementors of SAP to be involved in any irregularities. That is why we are carefully implementing a stringent process in distributing this aid.) During the briefing, Paje disclosed that 11 DSWD personnel were infected with COVID 19, while some 900 personnel submitted themselves to self-quarantine. "For the second tranche, kasama sa aming preparation ang pagsisigurado na wala sa hanay ng SAP implementors na mahahawa ng sakit na ito," he said. (For the second tranche, part of our preparations is to ensure that no SAP implementors will be infected by this disease.) Last month, President Duterte directed the DSWD to lead the SAP distribution following the snowballing complaints against the purported irregularities in the release of emergency subsidies.
