DSWD soon to release 2nd SAP tranche to LGUs

(MANILA BULLETIN) DSWD Spokesperson Irene Dumlao said the LGUs that fully complied with the requirements can expect to receive the second tranche of the emergency assistance on May 20 at the earliest. "The second tranche has not been released to LGUs yet. As per our guidelines, LGUs that have completed their payouts must submit within 15 days their liquidation reports including the encoded list of SAP beneficiaries," she told reporters in a Viber message. "DSWD will conduct validation to ensure that recipients of emergency subsidy are eligible and that there are no cases of ," she explained. When asked if the second wave of cash aid will be released on May 20 at the earliest or earlier than the 15-day prescribed liquidation period, Dumlao said: "Yes. If reports are complete and in order." She said the complaints that will be lodged at the DSWD will be forwarded to the Department of the Interior and Local Government (DILG) for "appropriate action." President Duterte earlier offered to provide P30,000 cash rewards to those who report erring and corrupt local officials who stole cash subsidies from the SAP beneficiaries. "Grievances received by the DSWD will be referred to the appropriate agency such as DILG for their appropriate action," Dumlao said. In a virtual press briefing on Tuesday, DSWD Secretary Rolando Bautista said 38 out of 1,634 LGUs in the country have submitted their liquidation reports. He has been reminding the LGUs that the second tranche of cash assistance will be given to them after the DSWD's "full and total validation" of their liquidation reports. The DSWD chief said 459 LGUs out of 1,589 that received their cash subsidy allocation have fully completed their SAP payouts. Some LGUs, particularly in the National Capital Region (NCR), Cavite, Bulacan, Davao, and Cebu have been given a seven-day extension to distribute the first tranche of the cash aid. Bautista had encouraged the LGUs to start submitting their partial liquidation reports so that the DSWD can begin validating their documents. Under the guidelines, the LGUs are required to submit the liquidation and financial reporting documents to the DSWD within 15 days from the completion of the distribution. Among the documents that must be submitted by the LGUs to the DSWD are the report of checks issued or report of disbursements duly approved by the LGU accountant and approved by the local chief executive, and a copy of the official receipt for any refund of unutilized balance. The LGUs are expected to refund all unutilized or disallowed amounts within 15 days from submission of the liquidation report, based on the guidelines. Bautista said more than P68.2 billion in subsidies has been distributed to over 12.5 million SAP beneficiaries, or 69 percent of the 18 million low-income households targeted to receive the cash aid. He said the DSWD has downloaded P80.8 billion SAP funds to 1,589 LGUs. Of the P80.8 billion downloaded to the LGUs, P51.1 billion has been disbursed to 8.6 million low-income, non-Pantawid Pamilya (4Ps) families. Also included in the list of SAP beneficiaries were 3,814,756 4Ps families who received P16.7 billion worth of emergency subsidies, and 40,418 families of transport network vehicle services (TNVS) and public utility vehicle (PUV) drivers who received a P323.3 million subsidy allocation. Under Republic Act No. 11469 or the Bayanihan to Heal As One Act, 18 million low-income households are each entitled to receive an emergency subsidy ranging from P5,000 to P8,000, depending on the minimum wage level in a region, for two months from April to May.
