DSWD soon to distribute 2nd tranche of SAP, allows LGUs to start submitting liquidation reports even as payouts still ongoing

By Charissa Luci-Atienza The distribution of the second tranche of the emergency subsidies will not take that long, as the local government units (LGUs) can start submitting their liquidation reports, while their Social Amelioration Program (SAP) payouts are still ongoing and have yet to be completed, the Department of Social Welfare and Development (DSWD) said on Thursday, April 30. (John Jerome Ganzon / MANILA BULLETIN FILE PHOTO) He explained that under their guidelines, the LGUs are required to submit the liquidation and financial reporting documents to the DSWD within 15 days from the completion of the distribution. “Maibibigay namin ang second tranche after the 15 days validation pero di ko sinasabi na ang pag-vavalidate namin will take 15 days. Kaya ngayon pumayag na ako na yung sinasabi ng ating local government unit na kahit di pa tapos ang full payout uunahin na nila magbigay ng documento, iliquidate ang kanilang mga nabayaran (We will give the second tranche after the 15-day validation period. But I am not saying that our validation will take 15 days. That is why I agree now with what local government units say that, even though full payout has yet to be made, they will already start submitting documents and liquidate their payouts),” he said in a virtual press conference at the Malacañang Palace. Bautista said granting the request of LGUs would be a win-win solution, both for them and for DSWD, to help ensure the expeditious delivery of the second wave of assistance to 18 million low-income households for the month of May “Sa tingin ko advantage yan on their side at sa amin dahil habang hinihintay natin ang full validation ay nav-avalidate na namin on our side. There will no backlog),” he said. The DSWD chief the clarified that the second tranche of emergency subsidies will be given after the DSWD’s “full validation” of liquidation reports by LGUs. But that process won’t take long. Bautista also said earlier that before LGUs receive their second wave of cash aid, they are required to submit the photo of the SAP beneficiary receiving the final aid, the accomplished SAC forms, the list of paid beneficiaries or payroll signed by the beneficiaries, photocopies of identification cards with specimen signatures of the beneficiaries, and certificate of payment duly signed by the authorized official of the LGU concerned. Under DSWD guidelines, among the documents that must be submitted by the LGUs are the report of checks (ROC) issued or report of disbursements (ROD) duly approved by the LGU accountant and approved by the Local Chief Executive (LCE), and copies of Official Receipt for any refund of unused funds. The LGUs are expected to refund all unused funds within 15 days from submission of the liquidation report, based on the guidelines. Bautista noted that out of 1,632 LGUs in the country, 104 LGUs already completed the SAP distribution. He said the DSWD has transferred P80.8 billion SAP funds to 1,515 LGUs nationwide. He said more than P50.1 billion worth of emergency subsidies out of the P100 billion allocated for the first wave of cash aid for the month of April have been distributed to more than 9.4 million SAP beneficiaries. SAP beneficiaries also include 3,738,613 4Ps families who received P16.4 billion worth of emergency subsidies, and 40,418 families of Transport Network Vehicle Service (TNVS) and Public Utility Vehicle (PUV) drivers who got P323 million subsidy allocation. Under Republic Act No. 11469 or the “Bayanihan to Heal As One” Act, 18-million low-income households are entitled to receive emergency subsidy, ranging from P5,000 to P8,000 depending on the minimum wage level in a region, for two months starting April.
