DSWD set to distribute 2nd tranche of SAP cash subsidy on June 25

The Department of Social Welfare and Development (DSWD) said on Saturday, June 20, it is sticking to its self-imposed deadline of completing the distributing the second wave of Social Amelioration Program (SAP) cash subsidy on June 25.

DSWD Undersecretary Rene Glen Paje said the distribution of the SAP's second tranche of emergency subsidies continues in areas as provided under the Joint Memorandum Circular No. 2, which was signed last June 9.
"Ang DSWD naman po ay sinisikap na mapabilis ang pagpapahatid ng ayuda at tinatarget na maipahatid ang ayuda na yan bago matapos ang buwan na ito o para maging specific ay June 25 po ang ating binigay o itinakdang deadline (The DSWD is trying to expedite the distribution of the cash aid and we are targeting to deliver the aid before this month ends or to be specific on June 25, that is our target deadline)," he said during the "Laging Handa" briefing.
“That is why we are asking for more understanding and the cash aid will soon reach its beneficiaries. All DSWD personnel are working doubly hard to distribute the assistance, he said in Pilipino.
Under the JMC No. 2, covered by the second phase of SAP are Region III except Aurora Province; National Capital Region (NCR); CALABARZON; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City.
The joint memorandum circular specifically provides that only the 3.5 million of the 5 million "waitlisted" beneficiaries will be given the first wave of cash subsidies, and the remaining additional beneficiaries will be given only one count of emergency subsidy.
Our distribution continues based on Joint Memorandum Circular No. 2, Paje said in Pilipino.
He said for the more than 22,000 SAP beneficiaries who received multiple assistance, the DSWD and the local government units (LGUs) are stepping up efforts to ensure that the duplicated assistance will be returned to the government's financial vault.
He said excess grants received by beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) will be automatically deducted from their subsequent cash grants until the amount is fully adjusted or refunded.
But, for the non-4Ps beneficiaries who got multiple cash assistance, the DSWD is counting on LGUs to take action and ensure that duplicate assistance will be returned.
“As of now, the data on the duplicate assistance has been forwarded to the authorities, to the LGUs so that they can take action, either to return the cash aid or publicize the names of the beneficiaries,” he said in Pilipino.
For those who are not 4Ps members, the LGUs will be responsible for them because they are under their jurisdiction, he said in Pilipino.
In a virtual press briefing last June 16, DSWD Secretary Rolando Bautista disclosed that based on their validation and deduplication process, 22,868 beneficiaries have "received multiple assistance from other government agencies, while others are ineligible."
In early June, the DSWD said in a statement that more than P20.3 million of cash aid had been returned by some 3,723 beneficiaries from eight regions, as of June 5, "due to duplication of assistance received from other government agencies or ineligibility."
Region XI (Davao) recorded the highest number of beneficiaries who returned their cash subsidy with 2,047, followed by Region III (Central Luzon), 795; National Capital Region (NCR), 236; Region IX (Zamboanga Peninsula),210; CARAGA, 197; Region IV-A (CALABARZON), 166; Region VIII (Eastern Visayas), 54; and Region IV-B (MIMAROPA), 10.
The agency noted that eight beneficiaries directly returned their subsidy to the DSWD Central Office.
