Over 15 million beneficiaries or 84.8 percent of the 18 million low-income families targeted to receive the emergency subsidy under the government's Social Amelioration Program (SAP) got their cash aid, the Department of Social Welfare and Development (DSWD) said on Sunday, May 10.
Citing DSWD's SAP monitoring report, as of 8 p.m., May 9, DSWD Spokesperson Irene Dumlao said the local government units (LGUs) have distributed P67.7 billion worth of emergency subsidies to 11.2 million low-income, non-Pantawid Pamilya families, making the total number of SAP beneficiaries nationwide to 15, 264,815.
The total amount of SAP subsidies distributed to almost 15.3 million families stood at P85.25 billion, she noted.
"Umabot na sa P85.2 bilyon ang naipamahagi sa 15.3 milyon na benepisyaryo ng Social Amelioration Program (P85.2 billion has been distributed to 15.3 million beneficiaries of Social Amelioration Program)," Dumlao told the Manila Bulletin in a Viber message, quoting the May 9 SAP monitoring data.
Today, May 10, the LGUs are expected to complete the SAP distribution after DSWD Secretary Rolando Bautista and DILG Secretary Eduardo Año both agreed to allow anew the LGUs to distribute the cash aid for another three days.
The DILG earlier extended to seven days the SAP distribution after LGUs failed to comply with the April 30 deadline.
The LGUs in the National Capital Region (NCR), Cavite, Bulacan, Davao, and Cebu were given a seven-day extension and another three-day to distribute the cash aid.
Aside from the 11.2 million low-income and non-Pantawid families, more than 3.72 million recipients of Pantawid Pamilyang Pilipino Program (4Ps) received P16.35 billion worth of emergency subsidies through their cash cards, while 220,336 4Ps beneficiaries who are non-cash card holders were given P844.55 million in subsidies.
The DSWD report said a total of 40,418 families of Transport Network Vehicle Service (TNVS) and Public Utility Vehicle (PUV) drivers also got P323.4 million subsidy allocation.
"Ang DSWD ay nakapamahagi na ng P81.7 bilyon na pondo para sa 1,528 na lokal na pamahalaan sa buong bansa. Mayroon na po na 99.56 percent na budget na nakalaan para sa SAP implementation ang naibaba na sa local na pamahalaan," it said.
(The DSWD already distributed P81.7 billion funds for 1,528 LGUs nationwide. At least 99.56 percent of the SAP budget allocated for the SAP implementation has been downloaded to the local government.)
Based on its May 9 report, Dumlao clarified 880 LGUs have completed the SAP distribution, not 907 as reported earlier.
The number of LGUs that recorded 100-percent completion SAP distribution rate is almost 54 percent of the total 1,632 LGUs in the country.
Based on the DSWD's May 9 SAP monitoring report, 131 LGUs have submitted their "complete" liquidation reports, according to Dumlao.
Dumlao said the DSWD remains optimistic that the LGUs will be able to complete the distribution of cash subsidies to the remaining three million beneficiaries.
