The Department of Social Welfare and Development (DSWD) reminded on Tuesday local government units (LGUs) to be transparent and accountable in the implementation of the Social Amelioration Program (SAP) by submitting their liquidation report after they have completed the distribution of emergency subsidies by the end of this month.
DSWD Undersecretary Rene Glen Paje urged the LGUs to start liquidating the SAP payout in April, while ensuring the full disbursement of the cash subsidies for the first tranche.

"Ang first tranche matatapos sa katapusan ng buwan. Kailangan po ay makapagsumite ng liquidation report ang mga LGUs at saka pa lang mauumpisahan ang susunod na yugto ng pagbibigay ng ayuda," he said. (The first tranche will be completed by the end of this month. The LGUs must submit their liquidation report before we start the second wave of the aid distribution.)
"Nasasabi po sa batas, sa ating memorandum circular na dapat mailiquidate ng LGus ang mga pondo na naipamigay bago natin mairelease sa kanila muli ang susunod na tranche," he added. (It is stipulated in the law, in our memorandum circular, that the LGUs must first liquidate the funds that were disbursed before we release to them the next tranche.)
Under Memorandum Circular No. 9, Series of 2020, the LGUs are required to submit the liquidation and financial reporting documents to the DSWD within 15 days from the completion of the distribution.
These include report of checks (ROC) issued or report of disbursements (ROD) duly approved by the LGU accountant and approved by the Local Chief Executive (LCE), and a copy of the Official Receipt for any refund of unutilized balance.
The memorandum circular also provides that within 15 days from submission of the liquidation report, the LGUs are expected to refund all unutilized or disallowed amounts
Paje said the DSWD and the Department of Interior and Local Government (DILG) have deployed teams to different localities to check on the loopholes in the implementation of SAP.
He said the DSWD Regional Offices are keenly monitoring the distribution of the cash aid.
"May mga teams na kinabibilangan ng DSWD at DILG ang nagikot sa iba't ibang barangay, upang puspusan na masuri kung ano ang nagiging problema. At ang DSWD ay handang magbigay ng technical assistance sa mga LGus na nangangailangan pa ng abiso at tulong sa kanilang pamamahagi ng SAP benefits," the DSWD official said. (There are teams from the DSWD and DILG that have been going around in different barangays to identify the bottlenecks. The DSWD is ready to give technical assistance to LGUs who are in need of advice and help in the distribution of SAP benefits.)
Paje also warned that the LGUs will be held liable over the distribution of emergency subsidies to ineligible beneficiaries.
"Nakalagay po sa MOA (memorandum of agreement) sa pagitan ng DSWD at ng mga LGU na ang LGU mismo ang mananagot kung anuman ang pagkakamali sa pagbibigay ng ayuda sa hindi karapat dapat o hindi kwalipikadong benepisyaryo. Nakalagay po yan sa memorandum of agreement. Sila rin po ang responsable sa pamimigay o pagdistribute ng pondo," he said. (Under the MOA between the DSWD and LGU, the LGU will be held liable for any irregularities in the distribution of the aid to undeserving and unqualified beneficiaries. It is stipulated in the memorandum of agreement. They are also responsible for the distribution of funds.)
He said the DSWD is flexing its muscles to come up with the guidelines on the inclusion of the "left out" or those who are qualified, but did not receive the subsidy, in the second wave of emergency assistance.
"Trinatrabaho ng DSWD kung papano ang magiging kalakaran dun sa mga left out na tinatawag sila po, yung hindi nabigyan sa unang tranche pero karapat dapat naman at kwalipikadong benepisyaryo sana. Sa lalong madaling panahon, inaayos ang guidelines para sa second tranche, at sa left out ay ilalabas ang magiging patakaran ng DSWD ukol dyan," Paje said. (The DSWD is working on the guidelines for the left-out, or those who were not given the first tranche, but are deserving and qualified beneficiaries. As soon as possible, the guidelines for the second tranche is being crafted, and for the left out, the DSWD will issue guidelines on that.)
Based on the DSWD's SAP Monitoring Dashboard for Emergency Subsidy, more than P42.13 billion worth of emergency subsidies have been distributed nationwide to more than 8.1 million SAP beneficiaries.
Of the amount, a total of P25,856,045,500 has been given to 4,426,277 low-income, and non-Pantawid Pamilya households.
While, 3,703,255 beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) have received a total of P16,278,374,250.
