Over P344.7 million worth of "returned" and "refunded" emergency cash subsidies will be used for the second phase implementation of the Social Amelioration Program (SAP), the Department of Social Welfare and Development (DSWD) said on Monday (June 8).
In a statement, the DSWD said that of the amount, more than P20.3 million of cash aid for 3,723 beneficiaries in eight regions has been returned as of June 5, "due to duplication of assistance received from other government agencies or ineligibility."
Region XI (Davao) recorded the highest number of beneficiaries who returned their cash subsidy with 2,047, followed by Region III (Central Luzon), 795; National Capital Region (NCR), 236; Region IX (Zamboanga Peninsula), 210; CARAGA, 197; Region IV-A (CALABARZON), 166; Region VIII (Eastern Visayas), 54; and Region IV-B (MIMAROPA), 10.
The agency noted that eight beneficiaries directly returned their subsidy to the DSWD Central Office.
"DSWD also lauded SAP beneficiaries who refunded their assistance for their honesty and adherence to the law," it said.
Based on the DSWD guidelines, among those who are required to refund their SAP are the following:
- Elected and appointed government officials or personnel contracted in any national government agency (NGA), government-owned and controlled corporation (GOCC), local government unit (LGU), and GOCC with original charter;
- Employees in the private sector, or those in the formal economy;
- Retired individuals receiving a pension;
- Families with independent financial capacity consistent with the intent of Republic Act (RA) No. 11469 or the “Bayanihan to Heal as One Act”; and
- Beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) who already received their SAP through their cash cards and yet have also received SAP distributed by the LGUs or other NGAs such as the Department of Labor and Employment (DOLE) or the Social Security System (SSS).
