DSWD has distributed P922-M SAP assistance to low-income families nationwide

By Charissa Luci-Atienza More than P922 million worth of emergency subsidies have been distributed to almost 171,000 low-income and non-beneficiaries of Pantawid Pamilyang Pilipino Program (4Ps) in 11 regions, the Department of Social Welfare and Development (DSWD) said on Wednesday, April 15. (MANILA BULLETIN) Department of Social Welfare and Development (MANILA BULLETIN) Undersecretary Camilo Gudmalin said as of April 14, a total of 170,989 beneficiaries have benefitted from the government's Social Amelioration Program (SAP) nationwide, receiving P922.501 million worth of cash subsidies. Of the total number of beneficiaries, 92,489 came from the Caraga Region, which got P462.4 million SAP funds. The breakdown of the total number of beneficiaries who received cash aid per region is as follows: National Capital Region (NCR), 3,523 or P28.18 million; Cordillera Administrative Region (CAR), 4,509 or P24.6 million; Region I (Ilocos), 4,469 or P24.6 million; Region II (Cagayan Valley), 15,770 or P86.73 million; Region III (Central Luzon), 11,911 or P77.42 million; Region IV-A (Calabarzon), 14,611 or P94.97 million; Region V (Bicol), 17,395 or P86.97 million; VII (Central Visayas), 3, 164 or P18.98 million; XI (Davao), 3,148 or P17.598 million; and Caraga, 92,489 or P462.44 million. "Starting 3 to April 14, DSWD Regional Offices transferred to the 1,033 LGUs out of 1,634, P59.532 billion or 74 percent of the P80 billion," Gudmalin told the Manila Bulletin. He said of the 1,033 LGUs that received their respective SAP funds, 17 are in National Capital Region (NCR) with P12.468 billion allocation; 51 in CAR with P1.307 billion; 119 in Region I with P3.913 billion; 67 in Region II with P2.519 billion; 124 in Region III with P7.28 billion; 54 in Region IV-A with P9.219 billion; 60 in Region IV-B (Mimaropa) with P1.565 billion; 114 in Region V with P3.027 billion; 80 in Region VI (Western Visayas) with P5.072 billion; 64 in Region VII with P3.027 billion; 3 in Region VIII (Eastern Visayas) with P64.71 million, 41 in Region IX (Zamboanga Peninsula) with P1.67 billion; 92 in Region X (Northern Mindanao) with P2.69 billion; 42 in Region XI with P2.42 billion; 32 in Region XII with P1.768 billion; and 73 in Caraga with P1.508 billion. "For the remaining 601 LGUs, DSWD is still waiting for the LGUs submission of the signed MOAs and Project Proposals with allocation of about P20 billion," he noted. Of the 17 regions, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has yet to receive its P800 million SAP allocation. On April 3, the DSWD Central Office downloaded to its Regional Offices P80 billion for distribution to non-CCT SAP beneficiaries numbering to 13.556 million households, Gudmalin noted. "As of April 14, DSWD already served 3.8 million households/families and disbursed to the beneficiaries the amount of P17 billion. We are confident that this week, with P59 billion already in the hands of the LGUs, significant number of families will be served," he said. Under Republic Act No. 11469 or the Bayanihan to Heal as One Act, 18 million low-income households are entitled to receive emergency cash subsidies ranging from 5,000 to 8,000 pesos based on respective regional wage rates. Gudmalin cited that the estimated amount to cover the 18 million households is about P200 billion for two months. On April 2, the Department of Budget and Management (DBM) released to the DSWD the P100 billion for the first tranche of subsidies to be distributed to 18 million low-income families affected by the enhanced community quarantine. A day after releasing the P100 billion SAP funds, the DSWD credited to 3.7 million 4Ps beneficiaries the subsidy in the amount of P16.4 billion, Gudmalin noted. This week, DSWD Secretary Rolando Bautista said they are targeting to complete the distribution of the first tranche of the emergency subsidy in the next two weeks. He also disclosed that the DSWD through its Assistance to Individuals in Crisis Situation (AICS) has extended P57 million worth of medical and burial assistance to 12, 204 beneficiaries who "have COVID-related concerns." He also assured the public that the DSWD continues to provide relief assistance to LGUs who need augmentation support. He said as of Monday, April 13, the DSWD distributed a total of 368,538 Family Food Packs (FFPs) worth about P142.98 million in 12 regions.
