A total of 179,000 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in CARAGA Region have benefited from the government's Social Amelioration Program (SAP), the Department of Social Welfare and Development (DSWD) has said.

The DSWD Field Office CARAGA said the 4Ps beneficiaries, under the Modified Conditional Cash Transfer (MCCT) and regular CCT, received the P3,650 cash assistance, which is part of the total P5,000 emergency subsidy, last April 5.
However, the remaining P1,350 which covers the beneficiaries' rice subsidy and health grants amounting to P600, and P750, respectively "will be given to them in the following weeks," DSWD said.
“For 4Ps beneficiaries who does not have a cash card yet, we shall facilitate the immediate distribution of their assistance, we will find the most favorable way of doing so”, Regional Director Mita Chuchi Lim said in a statement posted on DSWD's Facebook page.
Republic Act No. 11469 or the Bayanihan to Heal as One Act mandates that each low-income household shall receive an emergency subsidy ranging from P5,000 to P8,000 per month for two months.
Gina Fe Salvoro, a 42-year old resident from Carmen, Surigao del Sur, expressed her gratitude to the government for giving them much-needed additional assistance during the COVID-19 pandemic crisis.
“Grabe gayud kini kadako nga abag sa among pamilya ilabi na sa panahon karon na nagka-krisis na tungod sa COVID-19," Salvoro said in a statement issued by DSWD-CARAGA.
(This is of great help to our family especially now that we are facing a crisis situation because of COVID-19.)
She thanked the DSWD, the local government unit (LGU), and the Philippine National Police (PNP) for ensuring the immediate and systematic provision of the cash aid.
Cristitoto Tampos, 40, of Barangay Mt. Carmel, Bayugan, Agusan del Sur, also thanked the government for giving them the subsidy, which he used to purchase five kilos of rice and two trays of eggs for his family’s consumption. He even urged his fellow 4Ps beneficiaries to strictly adhere to health protocols during cash withdrawal.
“Kung unsa ang mando sa kagamhanan, musunod gayud kita kay aron mas mapadali ang transaksyon. Ako isip haligi sa among panimalay, naningkamot gayud bisan sa akong kapansanan, alang sa akong pamilya,” Tampos, a person with disability (PWD), said.
(Whatever protocols/procedures the government has, we should abide by them to have easier transactions. As the breadwinner for our family, I work really hard despite my disability to provide for my family.)
Salvoro and Tampos were among 3.7 million 4Ps beneficiaries who received their emergency subsidies through their cash cards from April 3 to April 5.
DSWD Spokesperson Irene Dumlao earlier noted that the government released P16.3 billion in emergency subsidy for 3.7 million 4Ps beneficiaries.
She earlier clarified that all 4Ps beneficiaries are still included in the government's SAP following their reported exclusion from the P5,000 to P8,000 emergency subsidy program.
A total of 1,196,634 4Ps beneficiaries from Regions I, II, III, CALABARZON, National Capital Region (NCR), Cordillera Administrative Region (CAR), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) received their subsidy allocation on April 3.
While 1,294, 679 4Ps beneficiaries in Regions IV-B (MIMAROPA), V (Bicol), VI (Western Visayas), VII (Central Visayas), and IX (Zamboanga Peninsula) received their subsidies on April 4.
A total of 1,230, 513, 4Ps beneficiaries in Region VIII (Eastern Visayas), X (Northern Mindanao) , XI (Davao), XII (Soccksargen), Caraga, and all other regions were given their SAP subsidies on April 5.
As of January 31, 2020, there are more than 4.2 million "active" 4Ps beneficiaries, the DSWD said.
The DSWD said it has "full control and supervision" of the emergency subsidy distribution based on President Duterte's directive, though it may seek the assistance of LGUs in the distribution of the subsidies together with the PNP and Armed Forces of the Philippines (AFP).
The DSWD assured the public that it will conduct thorough monitoring based on existing strategies to ensure that the assistance will go to the rightful beneficiaries.
"The department emphasized that the government wants to help all families affected by the crisis to receive the social amelioration program , but priority will be given to the poor and those at risk of not earning income during this quarantine period," the DSWD said.
"The department urged families to stay at home as help is already on the way to ensure that they can meet their daily food needs during this time of public health emergency."
