DSWD, DILG agree to move for 3rd time first tranche SAP aid distribution deadline

The distribution of the Social Amelioration Program (SAP) cash subsidies has been extended anew for the third time.
Department of Social Welfare and Development (DSWD)-National Capital Region (NCR) Regional Director Vicente Gregorio Tomas said the deadline of the distribution of the first tranche of cash aid has been extended to May 13.
"Those LGUs (local government units) not being able to meet the 10 May 2020 deadline set by DILG (Department of the Interior and Local Government) are given until 13 May 2020 to have a 100 percent implementation of SAP and proceed with the liquidation process," he told the Manila Bulletin in a Viber message.
Last Wednesday (May 6) night,  DSWD Secretary Rolando Bautista and DILG Secretary Eduardo Año both agreed to allow the LGUs to distribute the cash aid for another three days or until May 10, after many failed to comply with the May 7 deadline.
The DILG earlier extended SAP distribution by seven days or until May 7, after LGUs failed to comply with the April 30 deadline.
The LGUs in the National Capital Region (NCR), Cavite, Bulacan, Davao, and Cebu were given extensions of seven days, and later another three days, to distribute the cash aid.
Tomas noted that the list of "left-outs" or those families who were not included in the list of SAP beneficiaries is now being assessed by the Inter-Agency Task Force for the Management of the Emerging Infectious Diseases (IATF-EID) and the economic managers.
He said the names of the left-outs "are being consolidated for cross matching and further validation for consideration of the IATF-EID and the Economic Board for another SAP payout activity."
Tomas said they are still consolidating the SAP distribution reports of the 17 local government units (LGUs) in the NCR, noting that among them, only Caloocan City has completed the SAP distribution.
Tomas also said of 6 p.m., May 9, a total of 1,145,117 families have been served so far, receiving more than P9.16 billion worth of cash subsidies.
In a Viber message, DSWD Spokesperson Irene Dumlao said as of 12 noon Monday (May 11), over 16.1 million beneficiaries nationwide, or 89.42 percent of the total beneficiaries, have received P90.56 billion worth of emergency subsidies.
Based on the latest SAP monitoring data, Dumlao said 1,008 LGUs out of 1,634 have completed their SAP distribution.
She noted that among the regions, Caraga and Region V (Bicol) recorded a 100 percent SAP payout rate as of 12 noon Monday.
Dumlao said the DSWD is still awaiting Malacañang's directive as far as the second phase of SAP implementation is concerned.
"We are waiting for the directive from the OP (Office of the President). Meantime, all LGUs that have completed their payouts are encouraged to submit their liquidation reports so DSWD can start conducting post-payout validation,"Â she said.
In Monday's Laging Handa briefing, DSWD Secretary Rolando Bautista said they are expecting Malacañang to issue an executive order this week that will serve as basis and will provide guidelines for the second phase implementation of SAP.
