As the Social Amelioration Program (SAP) payout nationwide stood at almost 74 percent, the Department of Social Welfare and Development (DSWD) expressed confidence on Wednesday, May 6 that the local government units (LGUs) will be able to complete the distribution of emergency subsidies by tomorrow (May 7).

(MANILA BULLETIN) DSWD Spokesperson Irene Dumlao said as of 12 noon today (May 6), P72.7 billion has been distributed to over 13 million recipients of the 18 million low-income households targeted to receive the cash aid as provided for by Republic Act No. 11469 or the "Bayanihan to Heal As One Act." "Base sa huling report na meron po tayo as of 12 noon today, nasa 73.82 percent na po ang accomplishment rate natin. Ibig sabihin po nito mahigit 13 million out of the 18 million target beneficiaries ang nabigyan na ng ayuda," she said in a radio interview. (Based on our latest report, as of 12 noon today, our accomplishment rate is now at 73.82 percent. Meaning, over 13 million out of the 18 million target beneficiaries have been given the assistance.) Of the total number of current SAP beneficiaries, over nine million are low-income and non-Pantawid Pamilya families. "As we expect, the numbers would increase as the local government units are continuously conducting their payout activities," she said. Dumlao noted that out of P100 billion allocated for the first wave of cash aid, P72.7 billion has been disbursed and given to the beneficiaries. "Buo po ang tiwala ng DSWD sa mga local government units na magagawa po nila maaccomplish itong deliverable o yung pagbibigay ng ayuda sa kanilang constituents. Naniniwala po tayo na magagampanan ito ng ating local na pamahalaan dahil nga po ay ang ayuda ay kailangan na kailangan ng ating mga kababayan na lubos na naapektuhan ng crisis," she said. (The DSWD has full trust to local government units that they will be able to accomplish this deliverable or the distribution of aid to the constituents. We believe that the local govenment will fulfill this because the cash aid is badly needed by our countrymen who were affected by this crisis.) The LGUs in the National Capital Region (NCR), the provinces of Cavite and Bulacan, and the cities of Cebu and Davao have been given a seven-day extension for the distribution of SAP, which was supposed to be completed by April 30. While, all other LGUs were given a four-day extension. Dumlao reminded the LGUs that the second tranche of cash aid will only be released after the submission of their liquidation reports. The LGUs are expected to refund all unutilized or disallowed amounts within 15 days from submission of the liquidation report, based on the guidelines. In a statement, the DSWD said it has extended relief assistance to stranded construction workers and students in the University of the Philippines-Diliman Campus, Quezon City. The DSWD vowed to "continue to reach out to affected citizens and ensure the smooth distribution of relief assistance in areas placed under the enhanced community quarantine."
