DSWD awaits go-signal from Duterte to begin second tranche distribution of SAP

By MB Online The Department of Social Welfare and Development (DSWD) on Thursday said it is awaiting a formal written directive from President Duterte regarding the second tranche of cash aid for beneficiaries in areas placed under quarantine. “Tama po kayo. Kung kaya nga po…hinihintay natin ang written directive mula sa Office of the President,” DSWD spokesperson Irene Dumlao said in an interview on GMA’s Unang Hirit. She said the issuance of a written order will serve as the basis for the drafting of guidelines on the second wave of the Social Amelioration Program (SAP) aid. On Wednesday, the Department of Interior and Local Government said that low-income families residing in areas under GCQ who were included in the first wave of recipients will no longer receive cash benefits under the SAP in the second tranche. Expected to receive the second wave of emergency subsidies are poor families in Metro Manila, Central Luzon, Calabarzon, and other areas which remain under lockdown. Dumlao, meanwhile, assured that the DSWD is working with the National Economic and Development Authority and other government agencies for the recovery plan for the affected families. DSWD Secretary Rolando Bautista earlier said the five million “left out” beneficiaries who were not included in the master list of beneficiaries for the April emergency subsidies, but are eligible, and the initial SAP beneficiaries in areas which remain under enhanced community quarantine (ECQ), will be prioritized when the agency distributes the emergency subsidies. Nalaman natin na sila din ay lubusang naapektuhan ng krisis," said Dumlao. “Kami po ay humihingi ng kaunting pang-unawa sa ating mga kababayan na ninanais naman po natin na mabigyan ng ayuda sa panahon nga po ng krisis,” Dumlao said. Under Republic Act No. 11469, the Bayanihan to Heal as One Act, 18 million low-income households are entitled to receive emergency cash subsidies ranging from P5,000 to 8,000 based on the respective regional wage rates for the months of April and May.
