DILG reminds LGUs of April 30 deadline for SAP distribution

Chavez The Department of Interior and Local Government (DILG) on Monday, April 27, reminded the local government units (LGUs) of the April 30 deadline for the complete distribution of the government subsidy under the social amelioration program (SAP) to the qualified beneficiaries. Año said that some 18 million families who belong to the impoverished sector stand to benefit from the government aid. He gave strict orders that the LGUs must fast-track the payout or distribution of SAP financial assistance to intended beneficiaries “so they will be able to make both ends meet during the COVID-19 crisis.’’ Año saw no reason for the non-compliance to his order as the Department of Social Welfare and Development (DSWD) had released the SAP funds to the LGUs. He issued the call as reports disclosed that some low-income families have not yet received the SAP financial aid despite having filled up the SAC forms. Año cautioned the LGUs to abide by the terms after signing a memorandum of agreement (MOA) with the DSWD or be held accountable for failure to do so. He said the government is now gearing for the distribution of the second wave of SAP financial assistance wherein focus will be given to those in the areas under extended ECQ and those who were “left out” during the first wave. “Magsisimula na tayo ng pamimigay ng second wave ng SAP sa Mayo (We will start the distribution of the second wave of SAP in May). Let us ensure that all families left out who belong to the masterlist will also receive the emergency subsidy this time,” Año said. The Bayanihan Heal as One Act mandates 18 million low-income families to receive between P5,000 to P8,000 aid for basic food, medicine, and toiletries which is computed based on the prevailing regional minimum wage rates and existing subsidy programs of the local and national governments. One SAP Program only DILG Undersecretary and Spokesperson for Plans, Public Affairs, and Communication Jonathan E. Malaya emphasized that each of the qualified family shall avail of only one SAP program only. Malaya said that the qualified family can receive SAP financial assistance either through the DSWD, Department of Agriculture, Department of Labor and Employment, and Department of Trade and Industry. He explained that each family can only get cash aid from one agency and may only get the “butal (balance)’’ of the said amount. Malaya also reminded the public to use the SAP financial subsidy that they received from the government wisely. With the warning, Malaya said the DILG will not have second thoughts in delisting from the roster their names of recipients, excluding them from other government aid and imposing strict punishments to those using the subsidy for gambling, drinking sprees, and other unlawful purposes.
