DILG issues show cause orders to 2 village chiefs for violating ECQ

The Department of Interior and Local Government (DILG) said on Tuesday that it has issued show cause orders against two barangay chairmen for violating the Luzon-wide enhanced community quarantine (ECQ) imposed by the President to prevent the spread of the novel coronavirus disease-2019 (COVID-19).
Barangay Chairman Leny Leticia Glivano of Barangay Libis in Quezon City was issued a show cause order for organizing a parade last April 9.

(PCOO / MANILA BULLETIN) DILG Secretary Eduardo Año sai the parade is considered a mass gathering which is strictly prohibited and banned during the ECQ. He noted that social distancing was violated during the parade where groups of people were in clusters which dangerously exposed them to the virus. Año noted the show cause order admonished Glivano for her complete disregard of the Memorandum from the Executive Secretary dated March 13, 2020, and DILG Advisory dated March 14, 2020, that listed guidelines on how to manage the COVID-19 disease crisis. Glivano was asked to explain within 72 hours why she should not be charged with an administrative or criminal case. Quezon City Mayor Joy Belmonte also reprimanded Glivano for the ECQ violation. The DILG also issued a show cause order to Barangay Chairman Brix John Reyes and Barangay councilors Romualdo Reyes and John Cris Domingo of Barangay 129 in Caloocan City for their alleged involvement in an illegal cockfighting at the Manila North Cemetery on April 11. Año scored the barangay officials for their involvement in an illegal cockfight instead of being role models. He said they will be answerable to the law for their defiance. DILG Undersecretary and spokesman Jonathan Malaya said the erring Caloocan City “barangay officials are given 72 hours to explain why the physical distancing protocols were not observed in their areas.’’ He also said that they are now coordinating with the National Bureau of Investigation (NBI) for the possible filing of criminal charges against the two barangay chairmen. “The team of Undersecretary Martin Diño is now compiling all of these reports and we will be issuing more show cause orders in the coming days,” said Malaya. Under Section 5.1.1 of DILG Memo Circular dated March 21, 2020, “all LGUs are charged with the promotion of health and safety within their jurisdictions. As such, they are to take the lead in the prevention and control of the spread of COVID-19 at the local level.” In Section 5.1.9 of the same DILG MC, LGUs are mandated to enforce prohibition of mass gatherings. “As social distancing is enforced to combat the further spread of COVID-19, mass gatherings shall be strictly deterred by LGUs.” As of April 13, 2020, there are 4,932 confirmed COVID-19 cases in the Philippines with 315 deaths and 242 recovered patients.
