DILG clarifies 2nd SAP distribution, says additional 5 million recipients will be included

Department of the Interior and Local Government (DILG) Undersecretary and spokesperson Jonathan Malaya on May 11, Monday, said that the first batch of the 18 million qualified beneficiaries of the cash aid under the Social Amelioration Program (SAP) will receive a second grant, the same time the additional five million recipients will get their share of subsidies from the national government.

Malaya explained that the 23 million low income families from both batches will be included in the master list that will be submitted by local government units (LGUs).

He issued the clarification amid confusions over the distribution of SAP-related cash grants to the most vulnerable households.

Some misinformed residents maintained that the recipients of the cash aid in the first tranche stand to receive a second subsidy, leaving other poor families furious.

Others insisted that the first batch of recipients will no longer receive any financial assistance under the SAP, as the five million poor families will now get their turn to avail of the subsidy.

“Sabay sila sa second tranche. Meaning, isang master list ‘yung original and ‘yung dagdag (Cash grants will be given at the same time. Meaning they will be included in a single master list, with the original and the additional batch),” Malaya said.

Randy de Guzman of Bulacan wondered why some will receive SAP aid twice while the additional five million low income families excluded in the first roster will receive cash grants only once.

“Sana parehas na dalawang bigayan (I hope both will be given the financial assistance twice),” de Guzman said.

With the novel coronavirus disease-2019 (COVID-19) pandemic, a Luzon-wide enhanced community quarantine (ECQ) has been enforced, initially only April 15. However, the ECQ has been further extended to April 30 and then to May 15.

Furious residents blamed the Department of Social Welfare and Development (DSWD) for the fiasco surrounding SAP disbursements, questioning the department’s wisdom in basing the number of low-income families on the 2015 survey instead of the 2020 one.

Malaya assured that an additional five million families, who are qualified for SAP but did not receive cash aid during the first wave of distribution, will receive their state subsidies in the second tranche.

On calls for cash aid to be split to several families, Malaya reiterated that the financial assistance cannot be divided by local government and barangay officials to several households in order to spread out the cash aid for those who were left out.
